MEMBERS ABSENT: Michael Sandahl STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas P. Ferber, City Clerk; Donald Fondrick; Community Services Director; and Byron Wallace, Community Development Director. OTHER PRESENT: George Karnas, MASAC Representative The meeting was called to order by Mayor Kirsch at 6:00 p.m. Item #I POLICY AND STRATEGY RECOMMENDATIONS FOR AIRPORT RELATED ISSUES. S.S. LETTER N0. 41 City Manager Prosser reviewed Study Session Letter No. 41 regarding the following airport. policy and strategy issues: ~ MSP Long Term Comprehensive Plan ~ FAA Part 150 Program ~ Legislative Strategy for funding off-site improvements ~ NWA Financial Assistance Package ~ MSP Symposia ~ Communication of Airport Issues to Richfield Residents Council discussion followed regarding the methods of communicating complex airport issues to both New Ford Town/Rich Acres and the community as a whole. George Karnas, MASAC representative, reviewed the recent comments of Bloomington Mayor Peterson regarding airport expansion. He commented on the City°s efforts to communicate to residents and their understanding of the City's position. Lawrence Wozniczka, 6744 Wentworth Avenue, stated concerns about the City's approach to the airport issue and advocated more public input through public hearings. It was the consensus of the City Council to place a series of airport issues on the city council agenda on a continuing basis to provide for further public update and discussion regarding these issues. It was also the consensus of the council to continue to utilize the Our Town and Your City/Schools publications as communication tools for airport issues. It was the consensus of the council that concise captions and the question/answer format are more effective than narratives. Study Session Minutes -2- October 7, 1991 Item #II DISCUSSION OF REDISTRICTING PROCESS. S.S. LETTER N0.42 Administrative Services Director Devich reviewed Study Session Letter No. 42 regarding the status of legislative redistricting and the City's redistricting responsibilities to establish ward boundaries to balance population distribution. It was the consensus of the council that City staff prepare for council consideration several boundary adjustment scenarios which will accomplish the necessary population balance. The council provided staff with general guidance as to where boundary modifications may be made. The council would then chose their preferred plan, conduct a public hearing to receive public comment, and adopt the required ordinance. Item #III DISCUSSION OF FINAL ACTION APPROVING CONSOLIDATION OF POLICE RELIEF ASSOCIATION AND PERA-POLICE AND FIRE FUND, S.S. LETTER N0. 43 City Manager Prosser reviewed Study Session Letter No. 43 regarding the impacts of approval of the consolidation of the Richfield Police Relief Association and the Public Employee Retirement Association (PERA) Police and Fire Fund. It was the consensus of the council to schedule consideration of final approval of the consolidation for the October 28, 1991 City Council Meeting. Item #IV DISCUSSION OF NEED TO PURCHASE ADDITIONAL CABLE EQUIPMENT AND REPLACEMENT OF BROADCAST CAMERA. S.S. LETTER N0. 44 Administrative Services Director Devich reviewed Study Session Letter No. 44 regarding the proposed purchase of a new three-chip camera, lens, power source, and a vectorscope. It was the consensus of the council that city staff should proceed to get quotations from the appropriate vendors and present this item to the City Council at a future meeting for formal approval. ~ ,i Ii L~ Study Session Minutes Item #V COUNCIL DISCUSSION -3- October 7, 1991 Council Member Bullock requested that standardized attendance record information be provided to the council regarding incumbent commission members who seek reappointment. Council Member Bullock discussed the role of police dog Bear in apprehension of a burglary suspect at Woodlake Lutheran Church and the public support generated to keep the dog. Council discussion followed regarding communication to the public regarding the availability of other police dogs to Richfield. City Manager Prosser indicated that decommissioning Bear immediately and explaining that other Police dogs are available may be the best course of action. Council Member Bullock asked for suggestions regarding the council's entertainment role in the Richfield Foundation Rave Revue fundraising event.
