The meeting was called to order by Chair Sandahl at 5:18 p.m.

The Special HRA Closed Executive Session with the Housing and Redevelopment
Authority was called to order by Chair Sandahl in the Executive Conference Room at 5:20 p.m.

David Gepner (arrived at 5:27 p.m.).
Staff Present:
Steve Devich, Executive Director/Acting City Clerk; Bruce Palmborg,
Community Development Director; and Bob Lindall, City Attorney.
The purpose of this meeting was to discuss pending litigation in HRA v. Marvin Johnson
et.a!.

The Closed Executive Session was convened pursuant to M.S. 13D.05, subd. 3(b).
The Closed Executive Session adjourned at 5:49 p.m.

City Attorney Lindall summarized the proposed mediated settlement of a condemnation
proceeding for 6300 and 6320 Cedar Avenue.
Mr. Lindall stated that the resolution calls for a settlement of $675,000 plus relocation with
vacating premises by November 1, 2006. He further stated that the mediated settlement required
action by the end of the day today.
Howard Roston, Attorney for Johnsons, stated that he did not wish to speak unless the
resolution was not going to be approved.
M/Kirsch, S/Drummond that the following HRA resolution be adopted. that it be spread in
the HRA resolution book and that it be made part of these minutes:
RESOLUTION NO. 969
APPROVING SETTLEMENT OF EMINENT DOMAIN PROCEEDING
Motion carried 5-0. This HRA Resolution appears as HRA Resolution No. 969 in HRA
Resolution Book NO.7.
The meeting was adjourned by unanimous consent at 6:01 p.m.
