CITY COUNCIL STUDY SESSION
July 1, 1991

The meeting was called to order by Mayor Kirsch at 6:00 p.m.
Item #I DISCUSSION OF POSSESSION AND CONSUMPTION OF BEER YN THE
PARKS. S.S. LETTER NO. 34
City Manager Prosser reviewed Study Session Letter No. 34
regarding the issue of the possession and consumption of beer in
City parks. He reviewed the enforcement and community standard
issues related to the sale and consumption of beer in the parks
by permit.
Community Services Commission Chair Sue Sandahl reviewed the
commission's research regarding other municipalities policies
relating to beer in the parks. She stated the commission
supported allowing beer in certain parks by permit.
Community Services Commission Member Jim Clinite stated a
majority of metropolitan area communities allow beer in the
parks. He stated support for the permit concept in specified
parks.
Community Services Commission Member Greg Allers stated the
permit system would provide better control of drinking in the
parks.
Community Services Commission Member Anderson noted that
beer is available at the golf course which is a recreation
facility.
Council Member Ludeman asked what the purpose is for asking
that beer be allowed in parks.
Community Services Commission Member Don Anderson indicated
it would promote more use of our parks.
Council Member Bullock stated that it would give access to
the parks for community group picnics and assist groups in
fundraising like the Fourth of July Committee.

Council Member Ludeman stated problems occurred when beer
had previously been allowed in the parks. He stated allowing
beer in the parks would invite problems.
Lawrence Wozniczka, 6744 Wentworth Avenue, spoke in
opposition to allowing beer in the parks.
John Hamilton, 7220 Harriet Avenue, spoke in support of the
concept of allowing beer in the parks.
Community Services Commission Member Bob Lindgren spoke in
opposition to the concept. He stated philosophical opposition to
condoning the use of mood altering drugs in parks and concern
about the costs to the city.
Community Services Commission Member Dave Delzer stated he
felt that beer was incompatible with the adjacent playgrounds.
Community Services Director Fondrick reviewed issues related
to softball league players consumption of beer and enforcement.
Council Member Bullock stated support for reconsideration of
allowing beer in the parks under controlled circumstances.
Council Member Stokes asked staff to provide information ,
regarding other communities experiences, costs, and enforcement
efforts regarding beer in the parks.
Council Member Sandahl suggested staff provide for council
consideration a draft ordinance with appropriate restrictions and
control regarding this issue.
Community Services Commission Member Lindgren suggested
requiring an off duty police officer be hired to monitor the
permitted function.
Public Safety Director Erskine stated that this could be a
desireable option depending on the size and type of function.

It was the consensus of the council that consideration of a
proposed ordinance amendment regarding this issue be scheduled
for a future council meeting.
Item #II DISCUSSION OF POLICY AND STRATEGY RECOMMENDATIONS FOR
AIRPORT RELATED ISSUES. S.S. LETTER NO. 35
City Manager Prosser reviewed Study Session Letter No. 35
regarding the following airport related issues:
- Richfield Planning Commission Airport Meeting
- MSP Intergovernmental Planning Group
- MAC Part 150 Program
- Our Town Newsletter
- Resolution regarding the State Financial Assistance
Package to Northwest Airlines
George Karnas, MASAC representative, reviewed the last MASAC
meeting. He indicated concern that MAC representative Joe Gasper
represents both South Minneapolis and Richfield. He indicated
Richfield has more common interest with Bloomington. He said the
governor controlled the MAC appointments and boundaries;~~
therefore, political pressure on the governor is the only avenue
to change this situation.
Wayne Burggraaff, Evenson-Dodge Inc., reviewed the status of
two Metropolitan Council Airport Task Forces of which he is a
member.
Item #III DISCUSSION OF CITY COUNCIL AUTHORIZATION OF $5,505,000
ADVANCE REFUNDING BOND SALE. S.S. LETTER 36
City Manager Prosser reviewed Study Session Letter No. 36
regarding the possibility of authorizing a $5,505,000 advance
refunding bond sale.
Wayne Burggraaff, Evenson-Dodge, Inc. reviewed the
conditions which would make it advantageous to proceed with
advance refunding of bond issues. He answered questions
regarding maturity dates, interest rates, and the underwriters
discount.
Lawrence Wozniczka, 6744 Wentworth Avenue, questioned
whether refunding would preclude prepayment of the bonds.
City Manager Prosser explained the impact on prepayment.
It was the consensus of the City Council that consideration
of authorization for the $5,505,000 advance refunding bond sale
be scheduled for July 8, 1991.

Item #IV DISCUSSION OF WHETHER TO AMEND THE CURRENT ORDINANCE
CONCERNING RESIDENTIAL KENNEL LICENSE REQUESTS.
S.S. LETTER NO. 37
City Manager Prosser reviewed Study Session Letter No. 37
regarding several alternatives to amending the residential kennel
license ordinance.
Betsy Christensen, Health Administrator, reviewed the
residential kennel regulations of other metropolitan communities.
It was the consensus of the council after discussion that
city staff prepare an ordinance amendmendment for council
consideration which would limit the number of total animals
allowed to six.
Item #V DISCUSSION OF RECYCLING FUNDING OPTIONS UNDER
CONSIDERATION BY HENNEPIN COUNTY BOARD OF COMMISSIONERS
AND THEIR RAMIFICATIONS FOR RICHFIELD'S RECYCLING
PROGRAM. S.S. LETTER N0. 38
City Manager Prosser reviewed Study Session Letter No. 38
regarding the recycling funding options being considered by the
Hennepin County Board of Commissioners.
Community Services Director Fondrick described the
advantages and disadvantages of the following options:
- Current Policy with Administrative Cap
- County Entitlement Established to Provide Recycling
Funding to Cover Costs of a Basic Recycling Program
- Phase out County Funding and Identify Alternative Funding
Mechanisms
- County Operated Recycling System
He stated the Hennepin County Board is appointing a task
force to study the options.
