The meeting was called to order by Mayor Kirsch at 6:00 p.m.

City Manager Prosser reviewed the City of Richfield
Legislative Initiatives and Policies document. Discussion was
conducted regarding issues related to housing stock, traffic,
77th Street, I494, 135W, LRT, and the 800 MHZ radio system.
Mary Anderson, Metropolitan Council Chair, reported that a
task force had been appointed to study the 800 MHZ radio system
issue. She indicated she supported LRT as a transportation and
development tool. Ms. Anderson stated that the Metropolitan
Council did not support changing the 135W E.I.S. She stated
support for the 77th Street concept.
City Manager Prosser reviewed Richfield's position regarding
the airport and related issues.
Sondra Simonson, Metropolitan Council Representative, stated
her willingness to listen and communicate as the representative
for Richfield. She asked about Richfield's participation in
solid waste issues.
City Manager Prosser reviewed Richfield's recycling program,
neighborhood watch program, and the need for a multifamily unit
rehabilitation program.
