05-06-1991 JointCITY OF RICHFIELD, MINNESOTA JOINT MEETING OF THE RICHFIELD CITY COUNCIL AND THE RICHFIELD SCHOOL BOARD May 6, 1991 CITY COUNCIL MEMBERS PRESENT: Martin Kirsch, Mayor; Ivan Ludeman; Michael Sandahl; Kristal Stokes; and William Bullock. CITY STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas P. Ferber, City Clerk; Donald Fondrick, Community Services Director; Byron Wallace, Community Development Director; and Jack Erskine, Public Safety Director. SCHOOL BOARD MEMBERS PRESENT: David Lamberger, Nancy Rowley, Roger Stern, Steven Lindgren, David Steenson, and Milt Westlund. SCHOOL DISTRICT STAFF: Lowell Larson, Superintendent of Schools; Dennis Laingen, Director of Curriculum; Bruce Abrahamson, Director of Community Education; Lynda Gault, Director of Special Programs; Loren Hanson, Business Manager; Jeannie Ryan, K-12 Curriculum Director; Dick Walker, Director of Buildings and Grounds; Bob Nelson, Director of Information Systems and Research; and Judy Miller, Secretary to the Superintendent. The meeting was called to order by School Board Chair Roger Stern and Mayor Kirsch at 5:45 p.m. Item #1 DISCUSSION OF TRANSPORTATION ISSUES, INCLUDING LIGHT RAIL TRANSIT. Community Services Director Fondrick reviewed the status of the 1494 Environmental Impact Statement (EIS) and the alternatives being studied for improving I494. City Manager Prosser reviewed the status of legislation to provide funding for the reconstruction of 77th Street. Community Services Director Fondrick reviewed the proposals for light rail transit (LRT) through Richfield for the two alternative locations: Soo Line and 135W R.O.W.. He then reviewed the status of the Y35W E.I.S. and reconstruction alternatives. City Manager Prosser reviewed the status of redevelopment in the LHN, ILN, PASSS, and CABA Redevelopment Districts. Joint Meeting Minutes -2- May 6, 1991 Item #2 DISCUSSION OF NEW FORD TOWN/RICH ACRES BUY OUT City Manager Prosser reviewed the proposed action of the City to pursue MAC buyout of the New Ford Town and Rich Acres areas for airport or redevelopment purposes. He stated the position of City was that it will be necessary to provide a mechanism to reimburse both the City and the School District for their net tax loss. Item #3 REPORT FROM THE RICHFIELD SCHOOLS School District Superintendent Lowell Larson reviewed the District's concern about the potential loss of tax base and per pupil aid which may result from the buyout of New Ford Town and Rich Acres.
