The meeting was called to order by School Board Chair Roger Stern
and Mayor Kirsch at 5:45 p.m.
Item #1 DISCUSSION OF TRANSPORTATION ISSUES, INCLUDING LIGHT
RAIL TRANSIT.
Community Services Director Fondrick reviewed the status of
the 1494 Environmental Impact Statement (EIS) and the
alternatives being studied for improving I494.
City Manager Prosser reviewed the status of legislation to
provide funding for the reconstruction of 77th Street.
Community Services Director Fondrick reviewed the proposals
for light rail transit (LRT) through Richfield for the two
alternative locations: Soo Line and 135W R.O.W.. He then
reviewed the status of the Y35W E.I.S. and reconstruction
alternatives.
City Manager Prosser reviewed the status of redevelopment in
the LHN, ILN, PASSS, and CABA Redevelopment Districts.

Item #2 DISCUSSION OF NEW FORD TOWN/RICH ACRES BUY OUT
City Manager Prosser reviewed the proposed action of the
City to pursue MAC buyout of the New Ford Town and Rich Acres
areas for airport or redevelopment purposes. He stated the
position of City was that it will be necessary to provide a
mechanism to reimburse both the City and the School District for
their net tax loss.
Item #3 REPORT FROM THE RICHFIELD SCHOOLS
School District Superintendent Lowell Larson reviewed the
District's concern about the potential loss of tax base and per
pupil aid which may result from the buyout of New Ford Town and
Rich Acres.
