The meeting was called to order by Mayor Kirsch at 6:05.p.m.
Item #I DISCUSSION REGARDING THE CITY'S CONTINUED PARTICIPATION
___ _ IN THE SUBURBAN RATE AUTHORITY. S.S.L. NO. 21
City Manager Prosser reviewed Study Session Letter No. 21
regarding consideration of the City's continued participation in
the Suburban Rate Authority (SRA).
Gloria Vierling, SRA Chair, stated that the SRA serves as an
advocate for consumers in utility rate cases.
John Pidgeon, Bloomington City Manager and former SRA Chair,
reviewed the history of the SRA.
Glenn Purdue, SRA legal counsel, reviewed the 1985 and 1987
NSP cases which resulted in significant savings to consumers.
James Strommen, SRA legal counsel, reviewed the SRA role as
an intervener for suburban cities in rate cases. He stated that
the SRA has advocated off-peak rates regarding pumping and street
light charges.
It was the consensus of the City COuncil to schedule
consideration of the City's continued participation in the
Suburban Rate Authority for the May 13, 1991 City Council
Meeting.
