04-17-1991 Study SessionCITY OF RICHFIELD, MINNESOTA CITY COUNCIL STUDY SESSION April 17, 1991 MEMBERS PRESENT: Kristal Stokes, Mayor Pro Tempore; Ivan Ludeman; and William Bullock. MEMBERS ABSENT: Martin Kirsch, Mayor; and Michael Sandahl. STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas P. Ferber, City Clerk; and Byron Wallace, Community Development Director. VISIONS 2004 MEMBERS PRESENT: Pat Rickert, David Hook, Jean Fox, Bill Snyder, John Kenealey, Ruthann Clay, Hugh Weber, Larry Wozniczka, and Barb Elliot. The meeting was called to order by Mayor Pro Tempore Stokes at 7:09 p.m. Item #1 INTRODUCTION Visions 2004 Coordinating Committee Chair Pat Rickert reviewed the history of Richfield Visions 2004. Item #2 THE POWER OF VISION A video titled "The Power of Vision" produced by Joel Arthur Barker was shown. Mr. Barker stated that a "vision community" has the following characteristics: A. Vision is leader initiated. B. Vision is shared with team and supported by team (agreement on direction) C. Vision is comprehensive and detailed. D. Vision must be positive and inspiring. Item #3 VISIONS 2004 COMMITTEE REPORTS The following committee reports were reviewed: A. Economic Development Committee Chair John Kenealey reviewed the committee's progress in meeting objectives regarding commercial services, business opportunities, housing, employment, and transportation. External Relationg_Committe Chair Bill Snyder reviewed the progress of the External Relations Committee and the future goal of enhancing relations with the Mall of America and Norman Green of the North Stars. C. Health and Human Services Coordinating Committee Chair Jean Fox reviewed the committee's work focusing on providing access information. A discussion followed regarding the status of the South Hennepin Human Services Council. D. Marketing Committee John Kenealey, on behalf of Chair Sue Sandahl, reviewed the committee's work related to the attitude survey, entrance sign design, Richfield Art Fair and Family Festival, and real estate ideas. E. Neighborhood Action Program Chair David Hook read and reviewed the mission of the Neighborhood Action Program. F. Richfield Art Fair and Family Festival (RAFFF) Chair Jean Fox outlined the elements of the Richfield Festival scheduled for September 21, 1991 at Veterans Memorial Park. She reviewed the plans for arts and crafts, entertainment, foods, financing, publicity, and logistics. Item #4 FUTURE PLANS Pat Rickert indicated that the Visions 2004 Committee would like to meet again with the City Council this fall and to seek more community involvement in 1992.
