04-01-1991 Study SessionCITY OF RICHFIELD, MINNESOTA CITY COUNCIL STUDY SESSION April 1, 1991 MEMBERS PRESENT: Martin Kirsch, Mayor; Ivan Ludeman; Michael Sandahl; William Bullock; and Kristal Stokes (arrived at 5:54 p.m.). STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas P. Ferber, City Clerk; Donald Fondrick; Community Services Director; Byron Wallace, Community Development Director; Jack Erskine, Public Safety Director; and William Fillmore, Liquor Operations Director. The meeting was called to order by Mayor Kirsch at 5:30 p.m. Item #I SISTER CITY INTERNATIONAL UPDATE OF ACTIVITIES/PROJECTS AND PRESENTATION OF VIDEO SENT TO COSTA RICA. Sister City International Commission member Pam Duffey reviewed the activities of the Commission regarding establishing Heredia, Costa Rica as Richfield's Sister City. A video about Richfield which was prepared and sent to Heredia was shown. Item #II DISCUSSION OF HENNEPIN COUNTY ISSUES BY COMMISSIONER RANDY JOHNSON. Hennepin County Commissioner Randy Johnson discussed with the council the following issues: 1) Fiscal Disparities Legislation 2) Suburban Hennepin Park District Legislation 3) The status of the Community Action for Suburban Hennepin (CASH) Board 4) The impact of the State budget shortfall on the county 5) The status of detox centers in the county. Item #III REVIEW OF 1991 HOARD OF REVIEW PROCEDURES. S.S.L.NO. 17 City Manager Prosser reviewed Study Session Letter No. 17 regarding procedures for the 1991 Board of Review which is scheduled for April 29, 1991. - kdministr-~t~ve Services Director Devich introduced new appointee to the 1991 Board of Review Glenn Erickson to Council Members. Study Session Minutes -2- April 1, 1991 Richfield Assessor Larry Miller reviewed Hoard of Review procedures, property appraisal issues, and the statutory responsibilities of the Board. Item #IV DISCUSSION OF POLICY AND STRATEGY RECOMMENDATIONS FOR AIRPORT RELATED ISSUES. S.S.L. N0. 18 City Manager Prosser reviewed Council Letter No. 18 regarding policy and strategy recommendations for airport related issues. Nigel Finney, MAC Deputy Executive Director, reviewed a slide presentation and answered questions regarding the six consolidated airport improvement concepts currently under study for the long term Comprehensive Plan for Minneapolis-St. Paul International Airport. ate #v ~as~~~~~N A~ ~~~,a~x RE~a~R~aN~ ~a~xMa~x~ A~ ~~~a~~, ~~~~ FOR COUNCIL MEMBERS (DEFERRED FROM MARCH 4) S.S.L.N0.19 City Manager Prosser reviewed Study Session Letter No. 19 Council Member Sandahl reviewed reasons why he desired that the City Council reach a consensus regarding submittal and payment of the legal bills of counsel .retained by a council member in defense of a lawsuit. regarding the obligations of the City regarding the payment of legal bills. Corrine Heine, Holmes & Graven attorney, reviewed the statutory requirement that cities defend and indemnify council members for and against damages which are claimed or levied against council members as a result of activities occurring in the performance of their duties. Discussion was held regarding circumstances under which a council member may seek their own counsel and seek reimbursement. There was no consensus for any additional policy beyond the state statutes regarding this issue. Item #VI DISCUSSION OF CITY SELECTION PROCESS (DEFERRED FROM MARCH 4) S.S.L. N0. 20 City Manager Prosser reviewed Study Session Letter No. 20 regarding the City's hiring procedures. Study Session Minutes -3- April 1, 1991 Personnel Manager Ault outlined and answered questions regarding the City's recruitment and selection process. Administrative Services Director Devich reviewed the City's training and promotion programs. Council Member Ludeman asked for statistics on promotions from within and information on the management certificate program. Council Member Ludeman asked about fire department response time issues. Discussion followed regarding response time proposals discussed during the last negotiations, call back issues, and mutual aid issues.
