SPECIAL CITY COUNCIL MEETING
JANUARY 24, 1991
MEMBERS PRESENT: Martin Kirsch, Mayor; Ivan Ludeman; Michael
Sandahl; and Kristal Stokes.
STAFF PRESENT: James Prosser, City Manager; Thomas Ferber,
City Clerk; Steve Devich, Administrative
Services Director; and John Dean, City
Attorney.
The meeting was called to order by Mayor Kirsch at 6:00 p.m.
PRESENTATION OF COLORS AND PLEDGE OF ALLEGIANCE
Mayor Kirsch led the audience in the Pledge of Allegiance.
Mayor Kirsch asked for a moment of silence in honor of our
military in the Middle East.
APPOINTMENT OF WARD 1 COUNCIL MEMBER
Mayor Kirsch announced the purpose of the meeting was for
consideration of an appointment to fill the Ward 1 Council Member
vacancy.
Council Member Sandahl read a statement of his support for
Tom Scaglia for appointment to this position.
M/Sandahl to appoint Tom Scaglia as Ward 1 Council Member.
Motion failed for lack of a second.
M/Kirsch to appoint LaNae Elliot as Ward 1 Council Member.
Motion failed for lack of a second.
M/Sandahl, S/Kirsch to appoint Ted Farrington as Ward 1
Council Member.
Council Member Sandahl stated that with the state budget
difficulties ahead, Mr. Farrington's contacts would be helpful.
Mayor Kirsch stated Mr. Farrington had a good background and
was well recognized.
Council Member Stokes indicated Mr. Farrington is qualified
but she would like to see a younger person appointed.
Motion fails 2-2. (Ludeman, Stokes opposed)

Mayor Kirsch announced Mr. Bullock would take the oath of
office as Ward 1 Council Member on Monday, January 28, 1991..

Motion carried 4-0.
