The meeting was called to order by Mayor Quam at 5:30 p.m.
Item #I CITY CHARTER PROVISIONS REGARDING CITY COUNCIL
VACANCIES
City Attorney Dean reviewed the City Charter provisions
regarding the procedure for determining and filling vacancies on
the City Council. He answered questions from the City Council
concerning the process for filling the City Council positions
which will be vacated by Edwina Garcia's election to the state
legislature and by Martin Kirsch's election to Mayor.
Item #II 1990 REVISED BUDGET AND 1991 PROPOSED BUDGET
City Manager Prosser presented an overview of the 1990
Revised Budget and 1991 Proposed Budget.
Administrative Services Director Devich reviewed
expenditures, revenues, and tax levy impacts.
City Manager Prosser reviewed and answered questions
regarding the Legislative/Executive proposed budgets.
Administrative Services Director Devich reviewed and
answered questions regarding the Administrative Services
Department proposed budgets.
Community Development Director Wallace reviewed and answered
questions regarding the Community Development Department proposed
budgets.

Community Services Director Fondrick reviewed and answered
questions regarding the Community Services Department proposed
budgets.
City Manager Prosser reviewed and answered questions
regarding the Special Fund Categories of Contributions, Drug,
Felony Forfeiture, Central Garage, and Cable TV.
Administrative Services Director Devich reviewed and
answered question regarding the Internal Services proposed
budgets.
Liquor Operations Director Fillmore reviewed and answered
questions regarding the Liquor Operations Department proposed
budgets.
City Manager Prosser reviewed and answered questions
regarding the Debt Service Fund and Capital Improvement Budget.
City Manager Prosser stated that the City Budget Hearing
will be held 7:00 p.m. on Wednesday, November 28, 1990 with
Wednesday, December 5, 1990 as an additional date if the process
is not completed on November 28, 1990.
