SPECIAL CITY COUNCIL MEETING
October 22, 1990
MEMBERS PRESENT: Steven Quam, Mayor; Ivan Ludeman; Michael
Sandahl; Martin Kirsch; and Edwina Garcia.
STAFF PRESENT: James Prosser, City Manager; Steven Devich,
Administrative Services Director; Thomas P.
Ferber, City Clerk; Camillo DeSantis and
Maureen Scaglia, South Hennepin Human
Services Commission Board Members; and Mary
Dobbins, Acting City Attorney.
The meeting was called to order by Mayor Quam at 8:00 p.m.
Item #1 COUNCIL DISCUSSION RELATING TO SOUTH HENNEPIN HUMAN
SERVICES COUNCIL ISSUES. C.L. NO. 267
City Manager Prosser reviewed Council Letter No. 267
regarding concerns about the status of the South Hennepin Human
Services Council (SHHSC) in the fallowing two areas:
* There appears to be a lack of agreement among the
participating SHHSC Cities (Bloomington, Richfield, Edina,
Eden Prairie) regarding the mission of SHHSC.
~ There is some concern regarding how some members of SHHSC
interact with their staff.
Discussion followed regarding the function, philosophy,
mission, bylaws, and composition of the SHHSC.
It was the consensus of the City Council and SHHSC Members
present that an independent consultant review the mission of
SHHSC and how the Board operates, and that a temporary interim
Executive Director be appointed to serve during this time period.
