10-01-1990 Study SessionCITY OF RICHFIELD, MINNESOTA CITY COUNCIL STUDY SESSION October 1, 1990 MEMBERS PRESENT: Steven Quam, Mayor; Ivan Ludeman; Michael Sandahl; Martin Kirsch; and Edwina Garcia. STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas P. Ferber, City Clerk; Donald Fondrick, Community Services Director; Byron Wallace, Community Development Director; John Erskine, Public Safety Director; Randy Hughes, Operations Coordinator; Gretchen Blank, Leisure Services Coordinator; and Tom Foley, Transportation Engineer. The meeting was called to order by Mayor Quam at 5:40 p.m. Item #I SPACE UTILIZATION STUDIES: CITY HALL AND GARAGE S.S.L. #30 City Manager Prosser reviewed Study Session Letter No. 30 regarding space utilization studies of City Hall and of the City Garage. Bob Pierce, Lindberg Pierce Inc., reviewed the Needs Assessment Summary Report for the Central Garage Maintenance Facility. Discussion followed regarding the potential for the availability of airport land as a site for a Central Garage Maintenance Facility. David Kroos, Boarman and Associates, reviewed the potential solutions to the space and parking problems at the City Hall Facility. It was the consensus of the City Council that more information and prioritization of needs in relationship to other facilities would be needed before arriving at any decision points. Study Session Minutes -2- October 1, 1990 Iteat #II REPORT: OPTIONS FOR OPERATIONS AND ENFORCEMENT AT 66jPORTLAND. S.S.L. #31 Transportation Engineer Foley reviewed Study Session Letter #31 regarding the Hennepin County staff recommendation for improving safety at the 66th Street and Portland Avenue Intersection. The recommendations were as follows: (1) To extend the operation of the leading left turn arrow to 24 hours off by traffic making left turns; and, (2) to use sensors so that the arrow is turned on and off by traffic making left turns; and, (3) to increase the red clearance time between phases from 0.5 to 1.0 seconds. In addition, City staff recommended submitting an annual evaluation of accident data including a short synopsis to the City Council together with any recommendations to improve safety. Jerry Smrcka, Hennepin County, responded to questions regarding signal timing, signing, and accident statistics. Discussion followed regarding enforcement issues, speed, and the safety issues at the intersection of 64th Street and Portland Avenue. Mr. Smrcka stated Hennepin County will be signing and painting a crosswalk at 64th Street and Portland Avenue. It was the consensus of the City Council to support the Hennepin County recommendations. In addition, City Manager Prosser indicated speed survey's would be conducted, further enforcement activities would be reviewed, and statistical monitoring of the area would continue. Item #III PRESENTATION REGARDING FUNDS FOR HUMAN SERVICES Human Services Commission members Camillo DeSantis, Nancy T,jornhom, Betty Carr, Bette Flanders, Patricia Marble, and Shirley Johnson reviewed their recommendation that the City provide funding for a Senior Resources Information and Referral program. They reviewed the needs for the program and indicated Richfield's prorate share of the cost with Bloomington, Edina, and Eden Prairie would be $6750. Discussion followed regarding the possibility that South Hennepin Human Services is providing a similar program. It was noted that the other cities had not as of yet committed any funding to the program, therefore, potential costs oould be higher. It was the consensus of the City Council that: 1) the South Hennepin Human Services program and role in providing this service be clarified. 2) Support of the other cities be clarified. 1 ° Study Session Minutes -3- October 1, 1990 .8 City staff will review these issues and provide information to the City Council and Human Services Commission. Item #IV AIRPORT S.S.L. #33 City Manager Prosser reviewed Study Session Letter #33 regarding policy and strategy recommendations regarding the following: 1. Dual Track Airport Planning Process 2. Interactive Community Planning at MSP 3. Mendelsohn Study 4. Part 150 Noise Abatement Program 5. MSP Long Term Comprehensive 6. Extension of Runway 4/22 7. Property Acquisition New Ford Town/Rich Acres Item #V POLICE PENSION CONSOLIDATION WITH PERA. S.S.L. #34 City Manager Prosser reviewed Study Session Letter No. 34 regarding a proposal to consolidate the Richfield Police Relief Association with the Public Employees Retirement Association of Minnesota (PERA). The consensus of the City Council was to support the consolidation and benefit enhancements. ADJOURNMENT Administrative Services Director Devich announced the scheduling of two future City Council Meetings: 1) Special City Council Meeting Thursday, November 8, 1990 5:30 P.M. Purpose: Canvass of Election Results 2) Special City Council Meeting Wednesday, November l4, 1990 5:30 P.M.
