09-10-1990 JointCITY OF RICHFIELD, MINNESOTA CONCURRENT MEETING OF THE CITY COUNCIL AND THE COMMUNITY SERVICES COMMISSION September 10, 1990 MEMBERS PRESENT: Steven Quam, Mayor; Ivan Ludeman; Michael Sandahl; Martin Kirsch; and Edwina Garcia. STAFF PRESENT: James Prosser, City Manager; Steven Devich, Acting City Clerk; and Donald Fondrick; Community Services Director. OTHER PRESENT: Steve Lindgren, Emily Day, Sue Sandahl, Don Anderson, John Hamilton, Connie Murray, Dave Delzer, Jim Clinite, Joe Sausen, and Liz Swanson. The meeting was called to order by Mayor Quam at 5:30 p.m. Item #A DISCUSSION OF MUTUAL PARK/RECREATION CONCERNS. C.L. N0. 216 City Manager Prosser reviewed Council Letter No. 216 regarding a discussion of mutual park and recreation concerns. Mr. Prosser described the City's current financial concerns for the 1990 revised/1991 Proposed Budget due to the loss of $150,000 of Local Government Aids for 1990 and 1991. Community Services Director Fondrick described proposed cuts in the 1990/1991 Budgets in the park and recreation areas. He also described the difference between the Operating and Capital Improvement Budgets. There was general discussion regarding the Master park Plan and the five remaining neighborhood parks which need to be redone. Larry Wozniczka, 6744 Wentworth Avenue South, stated that he felt that liquor profits be dedicated for park improvements and mprovemen schedules be lengthened to reflect that funding source. Council Member Ludeman suggested that the $500,000 recommended by staff for other purposes be used from General Fund Reserves for park improvements. He also suggests using 5134,000 profit from the golf course for park improvements. Council Member Kirsch suggested setting up a plan reflecting financial resources available to the City for park improvements. Council Member Sandahl suggested looking at other enterprises that could generate further revenues to complete the park plan. Concurrent Meeting Minutes -2- September 10, 1990 Mayor Quam suggested the City Council establish a special task force made up of many different constituencies to address the issue of funding for the Master Park Plan. Council Member Garcia stated that she concurred with the implementation of such a task force.
