The meeting was called to order by Mayor Quam at 5:30 p.m.
Item #I DISCUSSION OF POLICY AND STRATEGY RECOMMENDATIONS FOR
AIRPORT RELATED ITEMS. S.S. N0. 24
City Manager Prosser reviewed Study Session Letter No. 24
regarding the following airport related issues:
* Tracking A Decision Video Tape
The City Council viewed the video tape and discussed the
communications plan to distribute the tape.
* State Advisory Council on Airport Plannina
Council Member Garcia gave a report on the July 24, 1990
meeting of the State Advisory Council on Airport Planning.
* Extension of Runway 4/22
Correspondence with MnDot regarding amendments to the
Scoping Decision Document for the extension of Runway 4/22 was
reviewed.
* N.O.I.S.E. Conference

Don Priebe reviewed the policy issues discussed at the
N.O.I.S.E. Conference.

Item #II SISTER CITY STATUS REPORT BY DONA MORGAN
Sister City Commission Chairperson Dona Morgan reviewed the
Commission's work in establishing a possible Sister City
relationship with Heredia, Costa Rica. She requested that the
City Council consider the following future actions:
* Pass a Resolution to establish Heredia, Costa Rica as a
Sister City
* Support a community celebration to commemorate this event
* Consideration of some potential financial support for the
program.
Stem #III DISCUSSION OF CITY OF RICHFIELD'S RESPONSIBILITY IN
HANDLING AND DISPOSING OF YARD WASTE IN THE FALL OF
1990. STUDY SESSY®N LETTER N6. 25
Community Services Director Fondrick reviewed Study Session
Letter No. 25 regarding the Hennepin County yard waste rebate
program and the City's strategies in yard waste management.
He stated staff recommends that in the short term (fall of
1990) the city use the yard waste rebate from Hennepin County to
pay haulers to pick up yard waste from their customers two, three
or four times at no extra charge. As a long term solution, the
staff recommendation is that haulers be required, through the
licensing procedure, to collect yard waste from their customers
for a limited period in the fall at no extra charge. Haulers, in
turn, will probably incorporate the costs into their pricing
structures.
It was the consensus of the City Council to support this
yard waste management strategy.
Item #IV DISCUSSION OF PROPOSAL TO PARTICIPATE IN AN
ENVIRONMENTAL CITIES GROUP. STUDY SESSION LETTER N0.26
Mayor Quam reviewed Study Session Letter No. 26 regarding a
proposal to participate in a group of cities in an effort to
collectively address a number of environmental issues.
Discussion followed regarding the potential for use of
information from participation in the group. Mayor Quam stated
he would attend the next meeting of the group.

Item #V PRESENTATION OF THE 1989 COMPREHENSIVE ANNUAL FINANCIAL
REPORT. STUDY SESSION N0. 27
Cliff Hoffman and Dan Mayleben of Deloitte & Touche, the
City's auditors, reviewed the 1989 Comprehensive Annual Financial
Report and audit.
Item #VI DISCUSSION BY PUBLIC SAFETY ON RICHFIELD'S SIREN
WARNING SYSTEM IMPROVEMENT PROGRAM. STUDY SESSION
LETTER NO. 28
Public Safety Director Erskine reviewed Study Session Letter
No. 28 regarding a proposed Siren Warning System improvement
program which would reduce the number of sirens from eighteen
-units to seven units over the next two years. He stated the
placement and decibel levels of the seven will provide the same
level of coverage as the eighteen but will reduce maintenance
costs. He stated articles in the Sun Current Newspaper and Your
City/Your Schools will explain the program to the public.
Item #VII REVIEW OF PROPOSAL BY RANDY JOHNSON FOR CITY-COUNTY
DISCUSSIONS. STUDY SESSION LETTER N0. 29
City Manager Prosser reviewed Study Session Letter No. 29
regarding the City Manager meeting periodically with Hennepin
County staff to review current issues and the attendance of
Commissioner Johnson at Council Study Sessions when needed, but
at least once a year.
Item #VIII CITY MANAGER'S REPORT
City Manager Prosser reviewed the following:
* A letter sent to election candidates regarding City
positions on legislative issues.
* Status of the West Electric litigation.
* Property maintenance complaints regarding 6318 Nicollet
Avenue
* Richfield Night Out activities on August 7, 1990.
