05-07-1990 Study SessionCITY OF RICHFIELD, MINNESOTA CITY COUNCIL STUDY SESSION May 7, 1990 MEMBERS PRESENT: Steven Quam, Mayor; Ivan Ludeman; Michael Sandahl; Martin Kirsch; and Edwina Garcia. STAFF PRESENT.: James Prosser, City Manager; Thomas P. Ferber, City Clerk; Donald Fondrick; Community Services Director; Byron Wallace, Community Development Director; John Erskine, Public Safety Director; and Karen Batchelder, Administrative Aide. OTHERS PRESENT: Bob Collette, Richfield Airport Strategy Group; and Don Preibe, MSAC. The meeting was called to order by Mayor Quam at 5:30 p.m. Item #I DISCUSSION OF POLICY AND STRATEGY RECOMMENDATIONS FOR AIRPORT RELATED ITEMS. S.S. NO. 16 Bob Collette reviewed and commented on the MSP Airport Long- Term Comprehensive Plan preliminary airfield and terminal development alternatives as prepared by Howard Needles Tammen & Bergendoff Inc. City Manager Prosser reviewed Study Session Letter No. 16 regarding policy and strategy recommendations for airport related issues. Item #II DISCUSSION OF DISCIPLINARY ACTION RECOMMENDED BY STAFF FOR LIQUOR ESTABLISHMENTS WHO ALLEGEDLY SOLD LIQUOR TO MINORS IN MARCH, 1990. S.S. NO. 17 City Manager Prosser reviewed Study Session Letter No. 17 regarding disciplinary action for liquor establishments who allegedly sold liquor to minors. Public Safety Director Erskine reviewed his recommendations for disciplinary actions against the licensees which will be in addition to criminal charges against the owner and individuals involved in the alleged sale of liquor to minors. He stated the following establishments are to be disciplined: Chi-Chi's Mexican Restaurant, 7717 Nicollet Ave. Ground Round, 1500 East 78th Street Champps, 790 West 66th Street Davanni's Pizza & Hot Hoagies, 2312 West 66th Street Sandy's Tavern, 6612 Penn Avenue Study Session Minutes -2- May 7, 1990 He indicated staff had met with all the establishments and reached agreement as to disciplinary action except in the case of Sandy's Tavern. He stated the disciplinary hearings would be conducted by the council of May 14 except that the hearing for Sandy's will be scheduled for June 11. Item #III DISCUSSION OF PROCEDURE REGARDING ADDING ITEMS TO THE COUNCIL AGENDA. S.S. NO. 18 Due to lack of time, discussion of this item is to be rescheduled for a future meeting.
