05-07-1990 SpecialCITY OF RICHFIELD, MINNESOTA SPECIAL CITY COUNCIL MEETING RECONVENED 1990 BOARD OF REVIEW MAY 7, 1990 HOARD OF REVIEW MEMBERS PRESENT: Steven Quam, Mayor; Edwina Garcia; Ivan Ludeman; Martin Kirsch; Michael Sandahl; Cory Bultema, and Lawrence Emond. STAFF PRESENT: Steven Devich, Acting City Manager; Thomas P. Ferber, City Clerk; and Larry Miller, Hennepin County Principal Appraiser. The meeting was called to order by Mayor Quam at 7:00 p.m. The Hoard of Review was reconvened to consider the appeals continued from the April 30, 1990 Board of Review Meeting. Item #1 APPEAL OF DON AND MARY ERICKSON, 7413 PENN AVENUE P.I.D. 33-028-24-32-0022; 7116 CEDAR AVENUE P.I.D. 35-028-24-11-0015. Larry Miller, Hennepin County Principal Appraiser, reviewed his analysis of the property and data on comparable properties. Don and Mary Erickson appealed the E.M.V. of these two properties based on comparable properties, vacancy rates, and maintenance of the properties. Board Member Bultema reviewed the income approach, capitalization rate, and comparable sales approach as they related to these properties. M/Sandahl, S/Kirsch to reduce the Estimated Market Value of the property located at 7431 Penn Avenue, P I.D. 33-028-24-32- 0022, from 5300,000 to 5290,000. Motion carried 6-l. (Garcia opposed) M/Ludeman to reduce the Estimated Market Value of the property located at 7116 Cedar Avenue P.I D. 35-028-24-11-0015 from 5191,500 to 5181,000. Motion failed for lack of a second. M/Garcia to sustain the assessor's determination of 5191,500 as the Estimated Market Value of the property located at 7116 Cedar Avenue P I D 35-028-24-11-0015. Motion failed for lack of a second. M/Kirsch, S/Sandahl to seduce the Estimated Market Value of the pronert~ located at 7116 Cedar Avenue P.I.D. 35-028-24-11- 0015 from 5191,.500 to 5188,000. Motion carried 6-1. Larry Miller, Hennepin County Principal Appraiser, reviewed his analysis of the property and data on comparable properties. Steven Fitterman appealed the E.M.V. of this property based on expense and capitalization rates. Board Member Hultema reviewed the income approach, capitalization rate, and comparable sales approach related to this property. M/Sandahl, S/Garcia to sustain the assessor's determination of 5460.000 as the Estimated Market Value of the property located a~ 6345 Lyndale Avenue P.I.D. 27-028-24-22-0084. Motion carried 7-0. Item #3 APPEAL OF CURT MADSEN, 6632 11TH AVENUE P.I.D. 26-028-24-31-0021. Larry Miller, Hennepin County Principal Appraiser, reviewed data on comparable properties. Curt Madsen, 6632 11th Avenue, appealed the E.M.V. of this property based on comparison to neighboring properties. M/Emond, S/Quam to sustain the assessor's determination of 592.100 as the Estimated Market Value of the property located at 6632 11th Avenue. P.I.D. 26-028-24-31-0021. Motion carried 7-0. Item #4 APPEAL OF WILLIAM AND JAIME JAUNTY, 7101 LOGAN AVENUE P.I.D. 33-028-24-21-0113. Larry Miller, Hennepin County Principal Appraiser, stated he had reviewed the property as requested and recommended the E.M.V. be reduced from $95,600 to $89,700. He stated that Mr. & Mrs. Jaunty accepted the new valuation.
