04-30-1990 SpecialCITY OF RICHFIELD, MINNESOTA SPECIAL CITY COUNCLL MEETING 1990 BOARD OF REVIEW APRIL 30, 1990 BOARD OF REVIEW MEMBERS PRESENT: Steven Quam, Mayor; Edwina Garcia; Ivan Ludeman; Martin Kirsch; Michael Sandahl; Cory Bultema, and Lawrence Emond. STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas P. Ferber, City Clerk; Larry Miller, Hennepin County Principal Appraiser; and Daniel Salzwedel, Hennepin County Senior Appraiser. The meeting was called to order by Mayor Quam at 7:00 p.m. Item #1 APPEAL OF RANDAL MANN, 7621 OLIVER AVENUE. P.I.D. 33-028-24-33-0088. Randal Mann, 7621 Oliver Avenue, appealed the Estimated Market Value (EMV) of this property based on the 1989 purchase price and comparable properties. Larry Miller, Hennepin County Principal Appraiser, reviewed data on comparable properties. The Board discussed the price impact of the 1989 sale being as estate purchase and the finished areas on the 2nd floor. M/Sandahl, S/Ludeman to reduce the Estimated Market Value of the prooertty located at 7621 Oliver Avenue, P.I.D. 33-028-24-33- 0088, from 5102,600 to 5100,000. Motion carried 7-0. Item #2 APPEAL OF FRED WROGE, 124 EAST 70TH STREET. P.I.D. 27-028-24-43-0011. Fred Wroge, 124 East 70th Street, appealed the E.M.V. of this property based on information from real estate broker and comparable properties. Larry Miller, Hennepin County Principal Appraiser, reviewed data on comparable properties. The Board discussed the various features of the property such as the pool, porch, and lot size and the assessment/sq. ft. ratio. Motion carried 7-0. Item #3 APPEAL OF DONNA J. ALEXANDER, 7515 CHICAGO AVENUE. P.I.D. 35-028-24-31-0078. Donna J. Alexander, 7515 Chicago Avenue, appealed the non- homestead classification of this property because she does not have a Social Security number. Larry Miller, Hennepin County Principal Appraiser, reviewed Minnesota State Statute 273.124 Sub. 13 which states: "Every property owner applying for homestead classification must furnish to the county assessor that owners social security number. If the social security number is not pro~rided, the county ~-ssessor shall classirg~ the pr®perty as nonhomestead." M/Sandahl, S/Ludeman to sustain the assessor's determination of nonhomestead classification for the property at 7515 Chicago Avenue. P.I.D. 35-028-24-31-0078. Motion carried 7-0. Item #4 APPEAL OF STEVEN FITTERMAN, 6345 LYNDALE AVENUE. P.I.D. 27-028-24-22-0084. Steven Fitterman, owner of the apartment building at 6345 Lyndale Avenue, appealed the E.M.V. of this property. The Hoard discussed the possibility of deferring consideration of this appeal to another date. M/Kirsch, S/Garcia to defer determination of action on this item until later in the meeting. Board of Review Minutes -3- April 30, 1990 At the end of the meeting the following action was taken: M/Ludeman, S/Sandahl to continue consideration of the appeal of Steven pitterman of the Estimated Market Value of the property located at 6345 Lyndale Avenue P.I.D. 27-028-24-22-0084 to 7:00 p.m. May ?, 1990. Motion carried 7-0. Item #5 APPEAL OF JAIME JAUNTY, 7101 LOGAN AVENUE. P.I.D. 33-028-24-21-0113. Jaime Jaunty, 7101 Logan Avenue, appealed the E.M.V. of this property and asked that the appraiser review the property. The Hoard decided that further review and information would be needed for consideration of this appeal. M/Kirsch, S/Garcia to defer determination of action on this item until later in the meetincr. Motion carried 7-0. At the end of the meeting the following action was taken: M/Ludeman, S/Sandahl to continue consideration of the appeal of Jaime Jaunty of the Estimated Market Value of the property located at 7101 Logan Avenue P.I.D. 33-028-24-21-0113 to 7:00 P.M. May 7, 1990. Motion carried 7-0. Item #6 APPEAL OF JAY OLSON, 6644 ELLIOT AVENUE. ' P.I.D. 26-028-24-31-0051. Jay Olson, 6644 Elliot Avenue, appealed the E.M.V. of this property citing yearly percentage increases and adjacent properties. Larry Miller, Hennepin County Principal Appraiser, reviewed data on comparable properties. M/Ludeman, S/Quam to sustain the assessor's determination of 118 X300 as the Estimated Market Value of the Drooerty located at 6644 Elliot Avenue P.I.D. 26-028-24-31-0051. Motion carried 7-0. Board of Review Minutes -4- April 30, 1990 Item #7 APPEAL OF DON AND MARY ERICKSON, 7413 PENN AVEN[JE. P.I.D. 33-028-24-32-0022. 7116 CEDAR AVENUE P.I.D. 35-028-24-11-0015. Don and Mary Erickson, appealed the E.M.V. of these two properties based upon square foot values, comparable properties, vacancy rates, and condition of the properties. Larry Miller, Hennepin County Principal Appraiser, reviewed data on comparable properties. M/Kirsch, S/Sandahl to continue consideration of the appeal of Don and Marv Erickson of the Estimated Market Value of the properties located at 7413 Penn Avenue P.I.D. 33-028-24-32-0022 and 7116 Cedar Avenue P.I.D. 35-028-24-11-0015. to 7:00 P.M. Mav 7. 1990. Motion carried 6-1. (Quam opposed) Item #8 APPEAL OF DAVID CLAUSEN, 6424 20TH AVENUE. P.I.D. 25-028-24-23-0110. David Clausen, 6424 20th Avenue, appealed the E.M.V. of this property based on the impact of the uncertainity of the future of the New Ford Town area. Larry Miller, Hennepin County Principal Appraiser, reviewed data on comparable properties. The Board discussed the New Ford Town issues and possible impact on valuation and sales. M/Ludeman, S/Kirsch to reduce the Estimated Market Value of the property located at 6424 20th Avenue P.I.D. 25-028-24-23-0110 from 567,700 to 565,000. Motion carried 7-0. Item #9 APPEAL OF CURT MADSEN, 6632 11TH AVENUE. P.I.D. 26-028-24-31-0021. Larry Miller, Hennepin County Principal Appraiser, read a letter from Mr. Madsen indicating that he was out of town but wished to appear before the Board to appeal the E.M.V. of this property. (Garcia opposed) Item #11 APPEAL OF MOTEL 6, 7636-7640 CEDAR AVENUE P.I.D. 35-028-24-44-0004. Larry Miller, Hennepin County Principal Appraiser, stated that he had received written notice of appeal of the E.M.V. of this property. M/Sandahl, S/Quam to sustain the assessor's determination of - $1~611,600 as the Estimated Market Value of the orooerty located at 7636-7640 Cedar Avenue P.I.D. 35-028-24-44-0004. Motion carried 7-0. Item #12 APPEAL OF HUB SHOPPING CENTER, 66TH STREET AND NICOLLET AVENUE. P.I.D. 27-028-24-24-0061. Larry Miller, Hennepin County Principal Appraiser, stated that he had received notice of appeal of the E.M.V. of this property. M/Sandahl, S/Garcia to sustain the assessor's determination of S9 513 000 as the Estimated Market Value of the Hub Shoopinct Center property P.I.D. 27-028-24-24-0061. Motion carried ?-0. Hoard of Review Minutes ADJOURNMENT -6- April 30, 1990 M/Sandahl, S/Ludeman that the Board not consider any appeals not already amending before the Board, subject to approval of legal counsel. Motion carried 7-0. M/Quam, S/Ludeman to adjourn the April 30, 1990 Richfield Board of Review meeting at 9:05 P.M. and that the Richfield Hoard of Review reconvene on Monday, May 7, 1990 at 7:00 P.M. in the City Council Chambers of Richfield City Hall, 6700 Portland Avenue, to consider the appeals still amending.
