MEMBERS ABSENT: Ivan Ludeman STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas P. Ferber, City Clerk; Donald Fondrick, Community Services Director; Hyron Wallace, Community Development Director; John Erskine, Public Safety Director; William Fillmore, Liquor Operations Director; Mike Eastling, City Engineer; Dan Schoepke, Recycling Specialist; Karin Batchelder, Administrative Aide. The meeting was called to order by Mayor Quam at 5:30 p.m. ' Item #I POLICY AND STRATEGY RECOMMENDATIONS FOR AIRPORT RELATED ISSUES. S.S. NO. 7 Council :ember Sandahl summarized the issues discussed at the last N.O.I.S.E. meeting. City Manager Prosser reviewed the following issues: sNew Ford Town Redevelopment Communication Plan. He stated the strategy group recommends the following action: 1. Prepare for MAC a nine-month strategy plan to include the implementation of the redevelopment concept into their future airport planning. ' 2. Present the plan to the State Advisory Council on Airport Planning with MAC initiating the request. 3. Produce a video tape with Tom Martinson presenting the .r~~?evelopment concept. The tape would be shown on regiGi~al cable channels and various meetings to give the redevelopment concept broad exposure. The estimated cost is a minimum of $5,000. 4. If Northwest Airlines announces in March 1990 to locate their Heavy Maintenance Facility at MSP Airport, the City of Richfield will respond immediately by stating approval and to be included in the coordination of our redevelopment plans with their plans. 5. Develop an acquisition and clearance agreement between the City of Richfield and MAC regarding acquisition of property in New Ford Town. 6. Continue to set up meetings with individuals and organizations listed on the communications plan schedule. Study Session Minutes -2- March 5, 1990 •Develop Track A Task Force. The strategy group recommends the City of Richfield should meet with MAC officials and inform them of the importance of developing a statewide task force to monitor Track A similar to the established task force monitoring _ Track H. The MAC should initiate establishment of the task force. •Bloomington-Richfield Airport Adequacy Study. The strategy group recommends the Legislative Summary Report to be completed in three weeks and sent to the Legislature. •State Advisory Council on Airport Planning. The strategy group recommends the MAC needs to initiate placing Track A agenda items before the Council rather than Sue Sandahl. Richfield staff could prepared issues for MAC presentation. eDual Track Airport Strategy Environmental Review Process. The strategy group recommends that staff highlight areas of environmental concern that were not adequately addressed in the report. Staff should ensure that both Track A and Track B a~°e berg e~eal~; ~ri%~~ ®qually and pass this information to the Metropolitan Council and MAC. Also, staff will investigate this concern with MAC staff for their reaction. MAC staff and board members have been meeting individually with Bloomington City Council Members to discuss 4/22. MAC may also be requesting meetings with Richfield Council Members for the same purpose. It was the consensus of the council that it is preferred that MAC meet with the council as whole and that they contact the City Manager to schedule any such meeting. Discussion followed regarding the content of the next "Our Town" newsletter. 1 Item #II PROGRESS REPORT ON TRASH HAULER EFFORTS TO COORDINATE PICK UP SCHEDULE. S.S. NO. 9 Bob Elliot, Quality Waste Control, representing the mayor trash haulers serving Richfield, reviewed the proposed coordinated trash hauling schedule developed by the haulers. He indicated the schedule would provide for pick up on one day in the districts and on two days in the "buffer" zones along the district boundaries. He-indicated the haulers would also communicate to their customers regarding proper storage of the recycling containers. The City Council thanked the trash haulers for their efforts in developing the coordinated plan. Study Session Minutes -3- March 5, 1990 Item #III DISCUSSION OF SALE OF STATE OF MINNESOTA LOTTERY TICKETS AT MUNICIPAL LIQUOR STORES. S.S. N0. 8 City Manager Prosser reviewed Study Session Letter No. 8 regarding the proposed sale of State of Minnesota Lottery tickets at the Richfield Municipal Liquor Stores. Liquor Operations Director Fillmore reviewed the results of a study by Grinstead and Associates showing the probable impacts on the municipal liquor stores being an outlet for lottery ticket sales. It was the consensus of the council that because the voters had approved the lottery, it is appropriate to allow the sale of lottery tickets at the municipal liquor stores. City Manager Prosser stated that this issue will be placed on the March 12, 1990 City Council Agenda for council to formally consider the lottery sales at the municipal liquor stores. Item #IV DISCUSSION ITEMS City Manager Prosser stated Budget would result in a loss of (LGA) to the City of Richfield. our legislators regarding the net City operations. that Governor Perpich's proposed 5160,000 of Local Government Aid He urged the council to contact dative impact this would have on Mayor Quam discussed the need to schedule City Council goal setting and team building sessions. It was the consensus of the council that a special meeting be scheduled for discussion and consideration of a consultant for the team building.
