STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas P. Ferber, City Clerk; Donald Fondrick, Community Services Director; Byron Wallace, Community Development Director; John Erskine, Public Safety Director; Melanie Ault, Administrative Aide; Mike Eastling, City Engineer; Dan Schoepke, Recycling Specialist; and Betsy Christensen, Health Administrator. OTHERS PRESENT: Michael Freeman, District 40 Senator; Joyce Henry, District 40B Representative; Randy Johnson, Hennepin County Commissioner; and Gertrude Ulrich, Metropolitan Council Member. The meeting was called to order by Mayor Quam at 5:38 p.m. Item #I DISCUSSION OF LEGISLATIVE ISSUES. STUDY SESSION LETTER N0. 1 City Manager Prosser reviewed Study Session Letter No. 1 regarding legislative issues and their potential impact on the City. Discussion was conducted by the City Council, city staff, and legislative representatives regarding the following issues: - Proposed Consolidated Election Legislation - Proposed Thirteenth Check Legislation - Comparable Worth - Requirement that Temporary or Seasonal Public Employees for more than 67 days be eligible for Exclusive Representation - Four-year Degree Requirement for Police Officers - Classification of Dispatchers as Essential Employees - Firefighter/Dispatcher Certification - Tax Increment Financing - Land Use Planning - Land Use, Zoning, Subdivision, Planning and Annexation - Metropolitan Council Zoning - State Budget Balance - Use of Fiscal Disparities to Fund LRT - Compensation for Trash Haulers - Airport Issues Study Session Minutes -2- February 5, 19.90 Item #II RECOMMENDATION BY THE RICHFIELD ADVISORY BOARD OF HEALTH TO DRAFT AN ORDINANCE PROHIBITING THE SALE OF CIGARETTE OR TOBACCO PRODUCTS FROM VENDING MACHINES IN THE CITY OF RICHFIELD. STUDY SESSION LETTER NO. 3 City Manager Prosser reviewed Study Session Letter No. 3 regarding a recommendation by the Richfield Advisory Board of Health that the council consider an ordinance which would prohibit the sale of cigarettes or tobacco products from vending machines in-the City of Richfield. Advisory Board of Health members Jo Romer, Suzanne McKeever, Randy Roehl, Jane Myre, Lois DeGonda, Kevin Keller, Carlene Ulmer, and Carol Olson discussed with the council issues related to the proposed ordinance. City Manager Prosser indicated that City Council consideration of First Reading of the proposed ordinance would be scheduled for February 12, 1990. Item #III CONSIDERATION OF ALTERNATIVE PARKING ARRANGEMENTS FOR CITY HALL. STUDY SESSION LETTER NO. 2 City Manager Prosser reviewed Study Session Letter No. 2 regarding alternatives to address the parking shortage at City Hall. He recommended that the City contact the three adjacent Portland Avenue property owners to the south of City Hall and ask them to contact the City when the properties are for sale. He stated the City would then consider the possible acquisition of the properties for parking lot expansion. Discussion followed regarding the alternatives. It was the consensus of the council that contact with the property owners should be made regarding the City's interest in possible voluntary acquisition. Item #IV DISCUSSION OF ASSIGNING RESIDENTIAL TRASH HAULING DAYS THROUGHOUT THE CITY OF RICHFIELD. STUDY SESSION LETTER NO. 4 City Manager Prosser reviewed Study Session Letter No. 4 regarding residential trash hauling days throughout the City of Richfield. Bob Elliot, Quality Waste Control and Roy Burt, Expert Disposal, Inc. reviewed the issues related to routes and collection days. They requested that the garbage haulers be allowed time to voluntarily coordinate their pickup schedules. Study Session Minutes -3- February 5, 1990 The City Council discussed the aesthetic and practical issues related to minimizing the number of pick up days in any one neighborhood. Bob Elliot stated that the trash haulers would have a voluntary plan finalized in approximately two weeks. Item #V POLICY AND STRATEGY RECOMMENDATIONS FOR AIRPORT RELATED ISSUES. STUDY SESSION LETTER N0. 5 City Manager Prosser reviewed Study Session Letter No. 5 regarding the following airport related issues: - New Ford Town Redesignation Plans - Metropolitan Council's Aviation Development Guide/Policy Plan Amendment - Possible Metropolitan Council Member vacancy - FAR PART 150 Funding - Air Conditioning for Retrofitted Schools - MAC 1990 Capital Improvement Program - NWA A32O Maintenance Base Facility - Executive Summary of the Joint Airport Adequacy Study - "Counterpoint" Article - Runway Use System City Manager Prosser stated that a meeting will be scheduled for Monday February 12, 1990 at 5:30 P.M. for presentation by Consultant Tom Martinson of several alternative concepts for future redevelopment of New Ford Town. The presentation will be made to the City Council, HRA, and Planning Commission. Item #VI ISSUES AND CONCERNS IMPORTANT TO RICHFIELD'S CONSIDERATION OF I35W. STUDY SESSION LETTER N0. 6 Community Services Director Fondrick reviewed Study Session Letter No. 6 regarding submittal to the I35W Council Solutions Committee of a summary list of Richfield's concerns and major issues regarding the I35W Traffic Corridor.
