SPECIAL CITY COUNCIL MEETING
December 18, 1989

Associates; Bob Collette, Demand/Capacity
Consultant; Don Priebe, MSAC; and Gertrude
Ulrich, Metropolitan Council.
The meeting was called to order by Mayor Quam at 5:30 p.m.
Item #1 POLICY AND STRATEGY RECOMMENDATIONS FOR AIRPORT RELATED
ISSUES. STUDY SESSION LETTER NO. 41
City Manager Prosser reviewed Study Session Letter No. 41
regarding the presentation of the draft of the Airport Adequacy
Study.
Bob Mendelsohn, Mendelsohn Associates, Inc. outlined the
Executive Summary of Airport Adequacy Study. He stated that
questions in four principal areas need to be fully answered as the
airport issue is explored:
- economic benefits and costs
- delay/demand/capacity
- noise impacts
- financial impacts
He reviewed the process and participants in the Airport
Adequacy Study.
Bob Collette reviewed issues related to delay/demand/capacity
at the MSP Airport.

Walter Gillfillan reviewed Noise impact issues related to both
Track A and Track B airport concepts. He indicated that Stage 3
aircraft provide the most important and significant noise reduction
potential.
Discussion followed regarding the financial impacts of the
existing airport and any potential new airport. The availability
of funds and the amount of funds necessary to finance a new airport
are serious questions that must be addressed in the future by
decision makers.
Mayor Quam summarized the mayor issues for Richfield regarding
the Airport Adequacy Study.
M/Kirsch, S/Ludeman to accept the Airport Adequacy Study
Report.
Motion carried 5-0.
