05-08-1989 Board of ReviewCITY OF RICHFIELD, MINNESOTA RECONVENED MAY 1, 1989 BOARD OF REVIEW MEETING May 8, 1989 BOARD MEMBERS PRESENT: Steven Quam, Mayor; Edwina Garcia; Ivan Ludeman; Michael Sandahl (arrived at 5:10 p.m.); Martin Kirsch; and Lawrence Emond. HOARD MEMBERS ABSENT: John Janski STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas P. Ferber, City Clerk; and Larry Miller, Hennepin County Principal Appraiser. The meeting was called to order by Mayor Quam at 5:00 p.m. Item #1 APPEAL OF AL KEENAN, 6600 JAMES AVE. P.I.D. 28-028-24-31-0031 Larry Miller, Hennepin County Principal Appraiser, stated he had reviewed the subject property and recommended the Estimated Market Value (EMV) of this property be reduced from $200,800 to $175,000. He stated that Mr. Keenan was agreeable to the new EMV. M/Quam, S/Ludeman to reduce the Estimated Market Value of 6600 James Avenue (P.I.D. 28-028-24-31-0031) from 5200,800 to 5175,000. Motion carried 5-0. Item #2 APPEAL OF MARSHA WALLACE, 7213 GARFIELD AVENUE. P.I.D. 34-028-24-23-0082 Larry Miller, Hennepin County Principal Appraiser, reviewed comparable properties. He stated he had reviewed the subject property and recommended a reduction of the Estimated Market Value from $87,300 to $85,500. Marsha Wallace, 7213 Garfield Avenue, appealed the EMV stating that she felt the property was not worth $85,500. M/Quam, S/Sandahl to reduce the Estimated Market Value of 7213 Garfield Avenue (P.I.D. 34-028-24-23-0082) from 587.300 to 85 500. Motion carried 6-0. Reconvened Board of Review Minutes -2- May 8, 1989 Item #3 APPEAL OF DEBRA OLSEN, 6901 PENN AVENUE P.I.D. 28-028-24-33-0150 Larry Miller, Hennepin County Principal Property Appraiser, reviewed cost approach, market approach, and income approach values. He reviewed several comparable properties. He recommended the Estimated Market Value remain at $270,000. Debra Olsen, owner of 6901 Penn Avenue, appealed the EMV of this property stating she felt it was too high. M/Ludeman, S/Sandahl to sustain the assessor's determination of 5270,000 as the Estimated Market Value of the property located at 6901 Penn Avenue P.I.D. 28-028-24-33-0150. Motion carried 6-0. Item #4 APPEAL OF SID SANFORD, 7000 PORTLAND AVENUE. P.I.D.. 34-028-24-11-0071 Larry Miller, Hennepin County Principal Appraiser, reviewed comparable properties. He recommended that the Estimated Market value remain at 586,400. Mr. Sanford did not appear. M/Emond, S/Garcia to sustain the assessor's determination of 586,400 as the Estimated Market Value of the property located at 70000 Portland Avenue P.I.D. 34-028-24-11-0071. Motion carried 6-0. Item #5 APPEAL OF VERNON DWORSHAK, 7226 QUEEN AVENUE. P.I.D. 32-028-24-14-0026 Larry Miller, Hennepin County Principal Appraiser, stated that Mr. Dworshak had indicated by letter his desire to appeal the EMV of this property. He recommended that the Estimated Market Value remain at $78,300. M/Sandahl, S/Quam to sustain the assessor's determination of 578,300 as the Estimated Market Value of the property located at 7226 Oueen Avenue P.I.D. 32-028-24-14-0026. Motion carried 6-0.
