05-01-1989 Board of ReviewCITY OF RICHFIELD, 1989 BOARD OF REVIEW MEETING May 1, 1989 BOARD MEMBERS PRESENT: Steven Quam, Mayor; Edwina Garcia; Ivan Ludeman; Michael Sandahl; Martin Kirsch; Lawrence Emond; and John Janski. STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas P. Ferber, City Clerk; Larry Miller, Hennepin County Principal Appraiser; and Steve Ide; Hennepin County Appraiser. The meeting was called to order by Mayor Quam at 7:05 p.m. Item #1 APPEAL OF JAMES GIORDANO, 1112 WEST 66TH STREET #1 P.I.D. 28-028-24-13-0124 James Giordano, 6607 Lynwood Boulevard, owner of 1112 West 66th Street #1, appealed the 1989 Estimated Market Value (EMV) of 73,100 for this property based on it's adverse location and the offers received in his attempts to sell the property. Larry Miller, Hennepin County Principal Appraiser, reviewed data on comparable properties. The Hoard reviewed the locations of the comparables to the subject property. M/Sandahl, S/Kirsch to reduce the Estimated Market Value of 1112 West 66th Street #1 tP.I.D. 28-028-24-13-0124) from 573,100 to 567,500. Motion carried 7-0. Item #2 APPEAL OF DAVID CLAUSEN, 6424 20TH AVENUE. P.I.D. 25-028-24-23-0110 David Clausen, 6424 20th Avenue, appealed the EMV of this property based on the uncertainity regarding airport expansion and lack of sales in the New Ford Town area. Larry Miller, Hennepin County Principal Appraiser, reviewed comparable properties. M/Ludeman, S/Sandahl to sustain the assessor's determination of 563.700 as the Estimated Market Value of the property located at 6424 20th Avenue. P.I.D. 25-028-24-23-0110. Motion carried 7-0. Hoard of Review Minutes -2- May 1, 1989 Item #3 APPEAL OF ROBERT FLORIN, 7000 MORGAN AVENUE. P.I.D. 33-028-24-22-0021 Robert Florin, 7000 Morgan Avenue, appealed the EMV of this property citing an increase in value of 29.2$ over the last two years and reviewed sale statistics within the area including 7300 Newton Avenue and 6805 Oliver Avenue. Larry Miller, Hennepin County Principal Appraiser, reviewed comparable properties. The Hoard discussed the subject property, comparable properties, and the increased valuation of this property. M/Ludeman, S/Kirsch to reduce the Estimated Market Value of 7000 Morgan Avenue (P.I.D. 33-028-24-22-0021) from 5105.200 to S 100 X000 . Motion carried 6-1. (Garcia opposed) Item #4 APPEAL OF AL KEENAN, 6600 JAMES AVENUE. P.I.D. 28-028-24-31-0031 Al Keenan, 6600 James Avenue, appealed the EMV of $200,800 for this property based on it's proximity to 66th Street. The Hoard decided that further information would be needed for consideration of this appeal. M/Garcia, S/Kirsch to continue consideration of the appeal of Al Keenan of the Estimated Market Value of the property located at 6600 James Avenue P.I.D. 28-028-24-31-0031 to May 8 1989. Motion carried 7-0. Item #5 APPEAL OF MARSHA WALLACE, 7213 GARFIELD AVENUE. P.I.D. 34-028-24-23-0082 Marsha Wallace, 7213 Garfield Avenue, appealed the EMV of $87,300, stating that an increase from $81,200 was not justified. Larry Miller, Hennepin County Principal Appraiser, stated that when the assessor went to inspect the property, he was not allowed upstairs. He stated based on a partial inspection, he recommended no change in the value. M/Kirsch, S/Quam to continue consideration of the appeal of Marsha Wallace of the Estimated Market Value the property located at 7213 Garfield Avenue. P.I.D. 34-028-24-23-0082 to May 8. 1989. Motion carried 7-0. Item #6 APPEAL OF DEBRA OLSEN, 6901 PENN AVENUE. P.I.D. 28-028-24-33-0150 Debra Olsen, owner of the 8 unit apartment building at 6901 Penn Avenue, appealed the EMV of $270,000 for this property stating she felt it was too high. Larry Miller, Hennepin County Principal Appraiser, stated he would like to review the income/expense reports for the property and any appraisals Mrs. Olsen may have obtained. The Hoard decided that further information would be needed for consideration of this appeal. M/Kirsch, S/Garcia to continue consideration of the appeal of Debra Olsen of the Estimated Market Value of the property located at 6901 Penn Avenue. P.I.D. 28-028-24-33-0150. Motion carried 7-0. Item #7 APPEAL OF SID SANFORD, 7000 PORTLAND AVENUE. P.I.D. 34-028-24-11-0071 Sid Sanford, 7000 Portland Avenue, appealed the EMV of $86,400 for this property because of the negative impact of traffic noise due to the property location. The Hoard decided that further information, including an inspection by the assessor, would be needed for consideration of this appeal. M/Ludeman, S/Quam to continue consideration of the appeal of Sid Sanford of the Estimated Market Value of the grogerty located at 7000 Portland Avenue. P.I.D. 34-028-24-11-0071 to May 8, 1989. Motion carried 7-0. Board of Review Minutes -4- May 1, 1989 Item #8 APPEAL OF VERNON DWORSHAK, 7226 QUEEN AVENUE P.I.D. 32-028-24-14-0026 Mr. Dworshak did not appear before the Board. Larry Miller, Hennepin County Principal Appraiser, stated Mr. Dworshak had indicated by phone that he may appear before the Hoard. However, since Mr. Dworshak did not appear in person nor submit a written appeal, one of which is required to qualify as an appeal, no Hoard action is required. Item #9 APPEAL OF CHARLOTTE WAHLSTROM, 7508 3RD AVENUE P.I.D. 34-028-24-42-0114 Larry Miller, Hennepin County Principal Appraiser, read the written appeal submitted by Charlotte Wahlstrom regarding the EMV of the property located at 7508 3rd Avenue. Mr. Miller recommended no change in the EMV. M/Sandahl, S/Kirsch to sustain the assessor's determination of 569,100 as the Estimated Market Value of the property located at 7508 3rd Avenue P.I.D. 34-028-24-42-0114. Motion carried 7-0. Item #10 APPEAL OF ROBERT BEZDENY, 6648 OLIVER AVENUE. P.I.D. 28-028-24-32-0061 Larry Miller, Hennepin County Principal Appraiser, read the written appeal submitted by Robert Hezdeny regarding the EMV of the property located at 6648 Oliver Avenue. Mr. .Miller recommended no change in the EMV. M/Ludeman, S/Sandahl to sustain the assessor's determination of $101.900 as the Estimated Market Value of the property located at 6648 Oliver Avenue. P.I.D. 28-028-24-32-0061. Motion carried 7-0. Board Member Ludeman stated that the Board did not wish that their action to sustain the value affect this applicant's appeal to the County board because the. appellant was out of town and unable to appear before the local Hoard.
