04-03-1989 Study SessionCITY OF RICHFIELD, MINNESOTA CITY COUNCIL STUDY SESSION April 3, 1989 ICJ MEMBERS PRESENT: Steven Quam, Mayor (present from 6:35 p.m. to 7:40 p.m.); Ivan Ludeman; Michael Sandahl; Martin Kirsch; and Edwina Garcia. STAFF PRESENT: James Prosser, City Manager; Thomas P. Ferber, City Clerk; Donald Fondrick, Community Services Director; Byron Wallace, Community Development Director; John Erskine, Public Safety Director; Melanie Ault, Administrative Aide; Mike Eastling, City Engineer; and Daniel Schoepke; Recycling Specialist. The meeting was called to order by Mayor Pro Tempore Kirsch at 5:30 p.m. Item I DISCUSSION OF AIRPORT RELATED MATTERS. STUDY SESSION LETTER N0. 10 City Manager Prosser reviewed Study Session Letter No. 10 regarding policy and strategy recommendations for airport related issues. Administrative Aide Ault reviewed legislation which has been' introduced regarding implementation of the dual track approach and the establishment of an airport planning board. Discussion followed regarding the intent of this proposal and the importance of assuring Richfield representation on any proposed airport planning board. Community Development Director Wallace reviewed the status of the preliminary draft regarding possible redevelopment of New Ford Town. Discussion followed regarding zoning control issues. Public meetings will be conducted regarding the future of the New Ford Town area. Council Member Ludeman reported the results of a recent NOISE Committee meeting. Study Session Minutes -2- April 3, 1989 Discussion followed regarding a request by Minneapolis that Richfield participate in a study of the reuse potential of the MSP Airport site. City Manager Prosser recommended that the City request that the issues identified by the City be addressed prior to making a decision regarding participation in the MSP site use study. Item II DISCUSSION OF TEAM BUILDING CONSULTANT SELECTION PROCESS. STUDY SESSION LETTER NO. 11 Council Member Sandahl stated that the city council wanted to focus on consensus decision making and team building, not on the instrument. Council Member Ludeman stated concern about the consultant cost and asked that references be checked. The Council directed the City Manager to obtain proposal from Wilson Learning Center in addition to the proposals of Lynn & Associates and the University of Minnesota. He stated City Council interviews of the consultants will be scheduled and references of the consultants will be provided. Item IIA DISCUSSION OF POTENTIAL NWA TAKEOVER Mayor Quam stated he had attended a meeting at the State Capital regarding the potential NWA takeover. He reported on the potential actions of the State regarding the Northwest Airlines takeover as discussed by Governor Perpich at the meeting. item III DISCUSSION OF ALTERNATIVE RESIDENTIAL RECYCLING PROGRAM. STUDY SESSION LETTER N0. 12 The following Energy Awareness Commission members were present: Larry Zielke, Chair; Don Buck; Jane Schoewe; and Kim Roden. City Manager Prosser reviewed Study Session Letter No. 12 regarding a residential recycling program. Study Session Minutes -3- April 3, 1989 City Engineer Eastling stated the proposed recycling program would: - provide for weekly collection of recyclables and yard wastes on the same day as trash pickup. - utilize waste haulers as collectors of recyclables. - qualify Richfield for maximum reimbursement of recycling expenses. - accommodate current volunteer recycling activities. - allow residents the right to continue to choose their own trash/recyclables collector. He stated adoption of such a program would require council action to: - rewrite the "garbage" ordinance. - revise the refuse hauler license application and rate. - contract with haulers. - purchase of containers. Larry Zielke, Chair of the Energy Awareness Commission, stated that the Commission strongly endorsed the City staff proposal, with the exception that the Commission desired to keep the option open for the use of volunteers for newspaper collection. Discussion followed regarding the role of volunteers, trash haulers, and Hennepin County. Council Member Ludeman asked if the proposed program addressed recycling for commercial properties. Kim Roden, Energy Awareness Commission member, stated that the Commission had directed it's efforts first at the residential recycling and will now focus on multifamily and commercial recycling. Item IV PRESENTATION ON THE RICHFIELD FOUNDATION. STUDY SESSION LETTER NO. 12 Camillo DeSantis, Chair of the Richfield Foundation, reviewed the purpose of the Richfield Foundation and stated that the main goal will be to develop a permanent endowment from which the earned interest could be used to make grants to benefit the people of Richfield. He reviewed the composition of the Foundation's 20 member board. Study Session Minutes Item V COUNCIL DISCUSSION -4- April 3, 1989 Discussion was held regarding control and enforcement issues pertaining to pornographic videos.
