SPECIAL CITY COUNCIL MEETING
December 12, 1988
MEMBERS PRESENT: Steven Quam, Mayor; Edwina Garcia; Ivan
Ludeman; Michael Sandahl; and Martin Kirsch.
STAFF PRESENT: James Prosser, City Manager; Steven Devich,
Administrative Services Director; Thomas P.
Ferber, City Clerk; Donald Fondrick,
Community Services Director; and Byron
Wallace, Community Development Director.
The meeting was called to order by Mayor Quam at 5:30 p.m.
Item #1 AIRPORT RELATED ISSUES
City Manager Prosser reviewed Council Letter No. 321 regarding
Airport development strategies. He proposed the assembly of a
strategic planning team, allocation of resources to support the
work required for airport related activities, and City Council
policy development.
Discussion followed regarding the roles of the Metropolitan
Council, State legislature, and adjacent communities regarding
airport issues.
City Manager Prosser stated that the strategic planning team
should consist of persons with backgrounds in communication/public
relations, political strategy, legal, planning, legislative
regulatory and city staff. He stated a part time staff person may
be necessary. He stated a resource allocation of a minimum $50,000
for 1989 will be necessary for this effort. This allocation would
come from the projected 1988 fund balance.
City Manager Prosser recommended a special time be established
for monthly City Council workshops for the purpose of developing
City Council policy on airport issues.
It was the consensus of the council to establish a 5:30 P.M.
starting time for City Council workshop sessions on the first
Monday of the month. The first 2 hrs will be for Airport issues
with the regular workshop starting at 7:30 p.m.
