The meeting was called to order by Mayor Quam at 7:04 p.m.
Items #1 APPEAL OF JEREMIAH SISK, 220 EAST 78TH STREET.
P.I.D. 34-028-24-43-0004
Julie Ackerman, representing Mr. Sisk, stated that the
location and size of the property at 220 East 78th Street did not
warrant the 1988 Estimated Market Value (EMV) of $68,000.
Larry Miller, Hennepin County Principal Appraiser, reviewed
the subject property and recent commercial land sales.
M/Sandahl, S/Garcia to sustain the assessor's determination
'of $68,000 as the Estimated Market Value of the property located
~at 220 East 78th Street.

Item #2 APPEAL OF FRED HABEGGER, 7025 NICOLLET AVENUE.
P.I.D 34-028-24-12-0022
Fred Habegger, owner of 7025 Nicollet Avenue South, appealed
the EMV for this property on the basis of the condition of the
house and the type of heating system.
Larry Miller, Hennepin County Principal Appraiser, reviewed
comparable properties.
Board Member Emond stated that most mortgage companies would
not approve a loan for this house because of the heating system,
therefore, some adjustment may be justified.

48,000.

Ite® #3 APPEAL OF JUDY SARFF, 6745 ELLIOT AVENUE.
P.I.D. 26-028-24-31-0082
Judy Sarff, 6745 Elliot Avenue South, appealed the EMV of
this property on the basis of comparable properties she presented
and information from the MLS Residential Real Estate Report.
Larry Miller, Hennepin County Principal Appraiser, stated
that the assessor's office had reviewed this property and reduced -
the 1988 EMV to $85,800. He then reviewed comparable properties.
Judy Sarff questioned the impact of recent tax legislation
on market values.
The Board noted that this legislation has not yet been
signed by the governor and that it's impact is not yet known.
The Board decided to continue consideration of this appeal
to allow a further review by Mr. Miller of the comparable
property information presented by Mrs. Sarff.

Eloise Nelson, 6626 Irving Avenue South, appealed the EMV of
this property on the basis that it has two bedrooms, no
improvements were made to justify the increased EMV, and that the
adjacent rental property has a negative impact.

the comparable properties.

John Prest, owner of the Park Inn Hotel, 7640 Cedar Avenue
South, appealed the EMV of this property on the basis of the
income and occupancy figures of the hotel.
The Board requested that Mr. Prest provide operating
statements and information to Mr. Miller for review.

property on the basis of his recent purchase of the property for
$65,026.

Item #9 APPEAL OF DON AND MARY ERICKSON COMMON PARCEL OF 7413,
7421 .PENN AVENUE SOUTH, 7412, 7420 OLIVER AVENUE AND
2215 MEST 74TH STREET. P.I.D. 33-028-24-32-0024
Don and Mary Erickson, Apple Valley, appealed the EMV of the
common parcel of 7413, 7421 Penn Avenue, 7412, 7420 Oliver Avenue
and 2215 W. 74th Street which is used as a parking lot for these
buildings.
Larry Miller, Hennepin County Principal Appraiser, stated he
had reviewed this parcel and recommended to the Board that the
EMV be reduced to $100 for the purpose of equalization.
M/Sandahl, S/Quam to reduce the Estimated Market Value of
parcel P.I.D. 33-028-24-32-0024 from 27, 00 to 100.

Raleigh Nelson, owner of the Burger King Restaurant, 140
East 78th Street, appealed the EMV of this property on the basis
of an increase from $490,000 to $550,000.
The Board decided that further information would be needed
for consideration of this appeal.

property on the basis that flood damage had diminished the value
of the property.
Larry Miller, Hennepin County Principal Appraiser, stated
that after review of this property the EMV had been adjusted from
$65,400 to $63,600. He stated that there has been no trend of
homes located in areas that were flooded receiving reduced sales
prices.

properties on the basis operating expenses, age, and rental
income.

building was higher than their 11 unit buildings.
