STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas P. Ferber, City Clerk; Donald Fondrick; Community Services Director; Byron Wallace, Community Development Director; Bruce Palmborg, Housing and Redevelopment Coordinator; Bruce Nordquist, Housing Specialist; and Ron Richardson, Police Captain. LOCAL STRATEGY ON AGING TASK FORCE: Myrna Hammer, Lil Hipp, Vern Luettinger, Nancy T~ornhom, Barb Kritzman, Connie Murray. The meeting was called to order by Mayor Quam at 7:05 p.m. Ite^ #I 7:00 P.N. DISCUSSION RELATING TO RECOMMENDATIONS OF THE LOCAL STRATEGY ON AGING TASK FORCE. STUDY SESSION LETTER N0. 2. City Manager Prosser reviewed Study Session Letter No. 2 regarding the recommendations of the Local Strategy on Aging Task Force. Bruce Nordquist, Housing Specialist, reviewed a slide presentation summarizing the following five mayor areas where change is needed in housing and services: 1) Make better use of existing long term care resources that are available. 2) Making long term care financing more flexible. 3) Filling gaps in the long term care system. 4) Coordinating long term care services. 5) Improving local long term care planning at the local level. Lil Hipp, Community Center Manager, stated that the City has a strong human services base which needs to be expanded to-fill the service gaps. She stated the mayor themes of the Task Force's service recommendations were: 1) coordination of services, 2) looking at creative alternative methods of financing, and 3) planning for the future. ~~ Study Session Meeting Minutes -2- March 7, 1988 City Manager Prosser thanked the committee for it's work on the report. He asked for input regarding implementation issues, measurement of need, and identifying users of the services. Myrna Hammer stated that providing referral service could be the starting point for implementation. Mayor Quam stated that coordination of the various services is important so that residents can be informed about what services are available from each agency. He requested that a graphic summary of all the various services and agencies be compiled. Council Member Ludeman stated that the South Hennepin Human ~•. Services Council can be a major source of coordination. He stated that identification and communication of available services is the most difficult problem. Vern Luettinger stated that community churches can be utilized to provide some base information. Discussion followed regarding potential methods and approaches to program coordination. City Manager Prosser raised the issue of housing options for seniors in the community. Discussion followed regarding rental housing verses condominiums, zoning issues related to group homes, board and care facilities, and accessory apartments. City Manager Prosser stated staff would be reviewing the Task Force recommendations and that he would be meeting with the South Hennepin Human Services Council regarding these recommendations. _ Item #Ii 7:45 P.M. DISCUSSION REGARDING PROPOSED SPECIAL ASSESSMENT DISTRICT IN THE I/L/N REDEVELOPMENT DISTRICT. STUDY SESSION LETTER N0. 3. City Manager Prosser reviewed Study Session Letter No. 3 regarding a proposed special assessment district for maintenance services in the I/L/N. Mayor Quam asked about the feasibility of spreading the assessment to all properties in the I/L/N instead of only Area No. 1. Community Services Director Fondrick stated that it would be difficult to show benefit for all of the properties. Council Member Ludeman asked what specia_1 maintenance will be provided in the district. _J Study Session Meeting Minutes -3- March 7, 1988 Community Services Fondrick reviewed the types of maintenance which is necessary for the special features in redevelopment districts. Council Member Ludeman questioned the benefit to the Lampert Lumber property. Community Services Director Fondrick stated that this property benefited from the general improvement to the district and appreciated land value. Mayor Quam suggested that the city contact the Hampton Inn regarding the potential for coordination of landscape maintenance. City Manager Prosser stated staff recommends using a private contractor for most of the maintenance services in this area. Item #III DISCUSSION ITENS City Manager Prosser stated that the Storm Sewer Study will be ready for presentation to the council in a few weeks. It was the consensus of the council to schedule a Study Session on Thursday, March 24, 1988 at 7:30 p.m. for discussion of the Storm Sewer Study.
