CITY COUNCIL STUDY SESSION

The meeting was called to order by Mayor Quam at 7:01 p.m.
Item #1 DISCUSSION REGARDING ORDINANCB RELATING TO TRANSIENT
MERCHANTS. STUDY SESSION LETTBR NO. 1
City Manager Prosser reviewed Study Session Letter No. 1
regarding options in regulating transient merchants in the city.
Council Member Garcia stated support for prohibiting outdoor
transient merchant operations for aesthetic and community
standard reasons.
Council Member Sandahl stated that he saw no reason to
prohibit transient merchants or further regulate except to
restrict them to commercial areas.
Discussion followed regarding the restriction of door-to-
door sales. It was the consensus of the council not to seek any
changes regarding door-to-door sales.
Council Member Kirsch stated that regulations regarding
transient merchants needed to be tightened up but transient
merchants should not be totally prohibited.
Council Member Ludeman stated support for regulation of
transient merchants regarding signs, banners, and location to
eliminate traffic hazards.
Public Safety Director Erskine reviewed the relationship of
the transient merchant ordinance to the outdoor merchandising
ordinance and his concerns regarding the administration of the
proposed suspension and revocation procedures. He also reviewed
existing transient merchant regulations in other communities.

Mayor Quam stated support for equivalent regulation of
transient merchants to t~iose I.•egarding special event sales and
banners for retailers. He stated that the regulation should be
aimed at limiting duration and safety issues. He stated that
administration of transient merchant ordinance should be by city
staff with only appeals to be considered by the city council.
City Manager Prosser stated that city staff would prepare a
transient merchant ordinance amendment based on the direction
provided by the city council discussion.

City Manager Prosser reviewed the roles of the various
committees currently considering light rail transit iLRT) options.
and corridors.
Community Development Director Wallace reviewed the Nicollet
Avenue, Sao Line, and I35W LRT corridor options.
Mayor Quam stated his support for placing LRT in the I35W
corridor because it would benefit the city the moat by moving
more people through the city with less disruption to the city's
transportation system and provide future expansion capacity in
the corridor. He stated the Soo Line corridor would create
safety and traffic problems for Richfield.
Mayor Quam reviewed the political aspects of the LRT issue.
City Manager Prosser reviewed the positive and negative
impacts on the City of Richfield far each corridor. He stated
the philosophy of the city is to minimize the impact of traffic
flow through the city by maximizing the capacity of the I35W
corridor.
Lawrence Wozniczka, 6744 Wentworth Avenue, stated his
opposition to the Soo Line corridor becausa of the negative
traffic and noise impacts it would create in Richfield.
