The meeting was called to order by Mayor Hamilton at ?:00 p.m.

Prior to the study session, the city council toured the new
sludge dewatering facility where by-products of the water
treatment plant are processed.

STUDY SESSION LBTTBR NO. 29.
City Engineer Eastling reviewed the chronology of
Metropolitan Council and Hennepin County recycling goals and
legislation. He reviewed the city's recycling efforts and
d, programs in meeting these goals. He summarized the solid waste
issues relating to private haulers, increasing disposal fees,
- mandatory source separation, recycling programs, the Reuter
technology of recycling, and funding.
Randy Johnson, Hennepin County Commissioner, reviewed the
County's approach to solving the solid waste problem including
the mass burn plant in Minneapolis and recycling programs. He
stated his skepticism regarding the RDF technology and the Reuter

plant's ability to operate successfully. He reviewed the status
of the Bloomington Garbage Transfer station facility.
Sid Sanford, Energy Awareness Commission Chairperson,
recommended that the city council adopt a source separation
ordinance by January, 1988 and that no penalties for non-
compliance be included in the ordinance.
City Manager Prosser recommended that alternatives such as
the Reuters concept be further investigated to determine if a
source separation ordinance is the best course of action for the
City of Richfield.
Discussion followed regarding the mandates of Hennepin
County Ordinance Number Thirteen, Solid Waste Source Separation
Ordinance.
Mayor Hamilton stated that this was a very important issue
for the community and stated his support for a thorough review of
all alternatives prior to city council action.
Item ~3 DISCUSSION OF ENFORCEMENT ACTIVITIBB FOR HOLDERS OF
ON-SALE LIQUOR LICBNSBS.
Public Safety Director Erskine reviewed a proposed approach
to the control of liquor license holders. He stated that a
resolution would be presented for council consideration on
December 14 which would specify certain conditions of operation
on restaurant and on-sale liquor establishment license holders.
The resolution would provide for progressive fines and/or
suspension of licenses by the city council for violations of the
conditions.
It was the consensus of the council to support this approach
to enforcement activities for holders of on-sale liquor licenses.
