10-05-1987CITY OF RICHFIELD, MINNESOTA CITY COUNCIL STUDY SESSION October 5, 1987 MEMBERS PRESENT: John Hamilton, Mayor; Ivan Ludeman; Michael Sandahl; and Edwina Garcia. STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas P. Ferber, City Clerk; Donald Fondrick; Community Services Director; Byron Wallace, Community Development Director; John Erskine, Public Safety Director; Mike Eastling, City Engineer; Art Bailey, Senior Engineering Technician; Howard Roland, Personnel Manager; Eileen Anderson, Administrative Assistant; and William Fillmore, Liquor Operations Director. HUMAN RIGHTS COMMISSION: Bill Sve~da, Carole Rud, Darold Luze, Leanne Ervasti, and Tollie Flippin. OTHERS PRESENT: Bernie Mittelsteadt, Orr-Schelen-Mayeron; and Pete Willenbring, Orr-Schelen-Mayeron. The meeting was called to order by Mayor Hamilton at 7:03 p.m. Item #1 DISCUSSION WITH MEMBERS OF THE HUMAN RIGHT COMMISSION. STUDY SESSION LETTER N0. 26. Darold Luze, Vice Chair of the Human Rights Commission, advocated that the City adopt an aggressive Affirmative Action Plan. Tollie Flippin, Human Rights Commission Member, advocated city council support for hiring and promoting females and minorities and urged that the city implement strict monitoring of city contractors to insure that contractors comply with Affirmative Action guidelines. Carole Rud, Chair of the Human Rights Commission, reviewed the programs conducted for Human Rights Week, the attendance of Human Rights Commission members at pertinent conferences and seminars, and conduct of the Citizen of the Year Program. Council Member Garcia asked when the revision of the city's Affirmative Action Plan would be completed. Study Session Minutes -2- October 5, 1987 City Manager Prosser stated that it is anticipated that the plan would be completed in the first quarter of 1988. He then reviewed police recruitment procedures and their relationship to Affirmative Action. Bill Svejda, Human Rights Commission Member, reviewed the handling of the No Fault Grievance Case Program. Mayor Hamilton expressed his appreciation for the Commission's work. Item ~2 DISCUSSION OF STORM SEWER STRATEGY, PLANNING AND DESIGN STUDY SESSION LETTER N0. 27. City Manager Prosser stated that it is necessary to obtain and provide information on what additional study is necessary to address perceived problems of the storm sewer system and to determine what level of protection is desirable and at what cost. City Engineer Eastling reviewed the interrelationship of different parts of a storm sewer system with the use of a model. He reviewed the impact of different pipe sizes and different elevations on a storm sewer system. - Pete Willenbring, Orr-Schelen-Mayeron, reviewed precipitation frequency probabilities, storm sewer design capacities, runoff ratios, and the basic elements of a storm sewer system. He explained the impact of the July 23 rainfall on the capacity of Richfield's storm sewer system. As an example, he stated that in order to increase the storm sewer capacity at 69th Street and Penn Avenue for the magnitude of a 7 inch rainfall it would cost 2.6 million dollars and to increase the capacity to handle the magnitude of the rainfall of July 23, 1987 would cost 3.1 million dollars. Mayor Hamilton stated that reasonable solutions for particular areas need to be identified which are cost effective. - Council Member Sandahl suggested that the data from the 1977 and 1987 events be analyzed to provide cost effective alternatives for potential solutions. Community Services Director Fondrick stated that alternative solutions other than increasing pipe sizes need to analyzed for their potential benefit or detriment to the storm sewer system. Such alternatives could include removing homes for additional ponding areas or filling walkout yards. He stated such a study would not be repetitive of the 1977 study but rather seek to identify other cost effective alternatives, and that such a study would cost $25,000 - $50,000. Study Session Minutes -3- October 5, 1987 It was the consensus of the council that it is necessary to conduct this study so that site specific alternative options can be identified. City Manager Prosser stated that the staff would proceed with the study and present a preliminary report in 90 days. Lawrence Wozniczka, 6744 Wentworth Avenue, suggested that storm water holding capacity be a consideration in park design. Community Services Director Fondrick stated that the park planning process does address this issue. Item ~'3 DISCUSSION COMPARABLE WORTH City Manager Prosser reviewed the Comparable Worth Study process. He stated that the city is required to implement the plan to show compliance with state law. He then reviewed the draft plan. Personnel Manager.. Rowland reviewed the input of employees and supervisors in providing data for th,e study. .Council Member Garcia stated that several employees expressed concern that the plan was being presented to the council prior to being released to employees. Mayor Hamilton, Council Member Ludeman, and Council Member Sandahl stated their. consensus that the plan be formally presented to the council for implementation at a regular meeting. Council Member Garcia stated that she wished to discuss the plan further with Administrative Services Director Devich.
