REGULAR CITY COUNCIL MEETING
July 27, 1987

The meeting was called to order by Mayor Hamilton at 7:02 p.m.
PRESENTATION OF COLORS AND PLEDGE OF ALLEGIANCE
Mayor Hamilton led the audience in the Pledge of Allegiance.
APPROVAL OF MINIITES
M/Garcia, S/Sandahl to approve the minutes of the regular
city council meeting on July 13, 1987.
Motion carried 4-0.
Mayor Hamilton reviewed the damage caused in the City by the
storm flooding, estimating that there is approximately 2 million
dollars of damage to homes, apartments, businesses, and public
facilities. He reviewed the efforts of city staff and volunteers
in responding to this emergency situation. He thanked the city
staff and the Red Cross for their extraordinary efforts.
Mayor Hamilton announced that the City would provide a
rubbish pick up for storm damaged items. Citizens were
instructed to call city hall to be put on the list for pick up.
He stated that he had contacted all Richfield churches for
volunteers to assist senior citizens in the cleanup of their
basements.
Mayor Hamilton complemented the citizens of Richfield in
handling this stressful situation. He stated the city would be
analyzing the problem areas to assess what may be done to
minimize problems in the future.

City Manager Prosser stated that the city has contacted the
National Flood Insurance program to make information available to
residents.
Bob Jensen, 7328 Fremont Avenue, owner of a commercial
business flooded at 7716 Colfax Avenue, reviewed the courageous
response of Fire Department personnel to an electrical fire in
his flooded building.
Mayor Hamilton complemented the Public Safety Department on
their response to the emergency situations caused by the
flooding.

Item ~4 FIRST READING OF AN ORDINANCE TO LIMIT THE NUMBER OF
ON-SALE NON-INTOXICATING MALT LIQIIOR LICENSES GRANTED
IN THE CiTY_ C_L. 229_
City Manager Prosser reviewed Council Letter No. 229
regarding a proposed ordinance amendment which provides for
limiting the number of on-sale non-intoxicating malt liquor
licenses to the number currently held in the city. He stated
that this would not preclude the city council from increasing the
number by an ordinance amendment if in the future it was
warranted to grant additional licenses.
M/Sandahl, S/Rirsch that this constitute the First Readi
of this ordinance and that the Public Hearing and Second Read
of the ordinance be scheduled for the August 24, 1987 city
council meeting.
Motion carried 4-0.
Item #5 FIRST READING OF AN ORDINANCE PROVIDING FOR A MINIMUM
LOT DEPTH FOR SUBDIVIDED LOTS. C.L_ 230.
City Manager Prosser reviewed Council Letter No. 230
regarding a proposed ordinance amendment to set a minimum lot
depth requirement of 100 feet for a subdivided lot.
M/Sandahl, S/Rirsch that this constitute the First Reading
of this ordinance and that the Public Hearing and Second Readin
of the ordinance be scheduled for the August 24, 1987 cit
council meeting.
Motion carried 4-0.
