07-27-1987CITY OF RICHFIELD, MINNESOTA REGULAR CITY COUNCIL MEETING July 27, 1987 MEMBERS PRESENT: John Hamilton, Mayor; Michael Sandahl; Martin Kirsch; and Edwina Garcia. STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas P. Ferber, City Clerk; Donald Fondrick; Community Services Director; Byron Wallace, Community Development Director; Ron Richardson, Police Captain; Pat Coughlin, Assistant Fire Chief; Bill Fillmore, Liquor Operations Director; and Mary Skala, Acting City Attorney. The meeting was called to order by Mayor Hamilton at 7:02 p.m. PRESENTATION OF COLORS AND PLEDGE OF ALLEGIANCE Mayor Hamilton led the audience in the Pledge of Allegiance. APPROVAL OF MINIITES M/Garcia, S/Sandahl to approve the minutes of the regular city council meeting on July 13, 1987. Motion carried 4-0. Mayor Hamilton reviewed the damage caused in the City by the storm flooding, estimating that there is approximately 2 million dollars of damage to homes, apartments, businesses, and public facilities. He reviewed the efforts of city staff and volunteers in responding to this emergency situation. He thanked the city staff and the Red Cross for their extraordinary efforts. Mayor Hamilton announced that the City would provide a rubbish pick up for storm damaged items. Citizens were instructed to call city hall to be put on the list for pick up. He stated that he had contacted all Richfield churches for volunteers to assist senior citizens in the cleanup of their basements. Mayor Hamilton complemented the citizens of Richfield in handling this stressful situation. City Manager Prosser reviewed the interdependence of the sewer systems in the metropolitan area. Diane Foley, 6301 Dupont Avenue, asked if it would be possible to have a dumpster f°nancial aideisfavailablefurniture at her home and whether any City Manager Prosser stated that the rubbish hauler would pick up the damaged items with trucks. Council Meeting Minutes 3 July 27, 1987 City Manager Prosser stated that the city has contacted the National Flood Insurance program to make information available to residents. Bob Jensen, 7328 Fremont Avenue, owner of a commercial business flooded at 7716 Colfax Avenue, reviewed the courageous response of Fire Department personnel to an electrical fire in his flooded building. Mayor Hamilton complemented the Public Safety Department on their response to the emergency situations caused by the flooding. APPROVED PURCHASE OF RADIOS FOR NEW ALARM SYSTEM FOR SANITARY LIFT STATIONS C.L. 225 E. APPROVED CONTINUATION OF ENVIRONMENTAL HEALTH AGREEMENT WITH MINNESOTA DEPARTMENT OF HEALTH C.L. 226 F. APPROVED ILLUMINATED SIGN PERMITS FOR LARIAT LANES, 6300 PENN AVENUE, AND HANSONS AUTO SPA, 6420 PENN AVENUE C.L. 227 G. APPROVED 1987 AND 1988 AGREEMENT WITH THE CITY OF MINNEAPOLIS FOR PARTICIPATION IN THE URBAN CORPS INTERN PROGRAM C.L. 228 M/Sandahl, S/Garcia to approve the consent calendar. Motion carried 4-0. Council Meeting Minutes 4 July 27, 1987 Item ~4 FIRST READING OF AN ORDINANCE TO LIMIT THE NUMBER OF ON-SALE NON-INTOXICATING MALT LIQIIOR LICENSES GRANTED IN THE CiTY_ C_L. 229_ City Manager Prosser reviewed Council Letter No. 229 regarding a proposed ordinance amendment which provides for limiting the number of on-sale non-intoxicating malt liquor licenses to the number currently held in the city. He stated that this would not preclude the city council from increasing the number by an ordinance amendment if in the future it was warranted to grant additional licenses. M/Sandahl, S/Rirsch that this constitute the First Readi of this ordinance and that the Public Hearing and Second Read of the ordinance be scheduled for the August 24, 1987 city council meeting. Motion carried 4-0. Item #5 FIRST READING OF AN ORDINANCE PROVIDING FOR A MINIMUM LOT DEPTH FOR SUBDIVIDED LOTS. C.L_ 230. City Manager Prosser reviewed Council Letter No. 230 regarding a proposed ordinance amendment to set a minimum lot depth requirement of 100 feet for a subdivided lot. M/Sandahl, S/Rirsch that this constitute the First Reading of this ordinance and that the Public Hearing and Second Readin of the ordinance be scheduled for the August 24, 1987 cit council meeting.
