03-23-1987 Jointl CITF OF RICHFIELD, MINNESOTA JOINT CITY COUNCIL/RICHFIELD SCHOOL BOARD MEETING March 23, 1987 MEMBERS PRESENT: John Hamilton, Mayor; Ivan Ludeman; Michael Sandahl; Martin Kirsch; and Edwina Garcia. STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas P. Ferber, City Clerk; Donald Fondrick; Community Services Director; Bruce Palmborg, Acting Community Development Director; Ron Richardson, Police Captain; Robert Doeden and Daniel Mead, Police Officers. SCHOOL BOARD MEMBERS PRESENT: Milt Westlund, Roger Stern, David Steenson, Doris Myrvold, and Richard Carlson. DISTRICT 280 STAFF PRESENT: ~ Lowell Larson, Superintendent of Schools; -Bruce Abrahamson, Director of Community Education; Dennis Laingen, Director of Curriculum & Instruction; Jerry Kjorlien, Director of Personnel & Finance; Loren Hansen, Business Manager; and Judy Miller, Executive Secretary. The meeting was called to order by Mayor Hamilton at 5:40 p.m. Item #1 TEEN CENTER Community Services Director Fondrick reviewed the status of the opening of the new Teen Center. He stated that a Teen Center Director had been hired, equipment and games acquired, and the remodeling was nearing completion. He announced that an open house would be held on Tuesday, April 21. He stated activities would be coordinated by the director with input from the users. The Teen Center will be open on Wednesday and Friday for 7th and 8th graders and on Thursday and Saturday for 9th and 10th graders. Discussion followed regarding the focus and needs of the teens in these grade levels. Council Member Ludeman asked how much the city had budgeted for the Teen Center. Community Services Director responded that $18,000 was budgeted in 1987, including personnel and equipment cost. Joint School Board Meeting 2 March 23, 1987 Item ~2 Your City/Your Schools Newspaper City Manager Prosser reviewed the planned expansion of the Your City/Your Schools newspaper format. He stated it will be a marketing and communication tool for the community and provide an expanded opportunity to do so. He stated that various city departments, school district personnel, and community groups will be invited to participate by contributing articles. Ads for the Teen Center, Golf Course, community education programs, etc. will be included in the format. He stated the first issue would be published in June. Item #3 PUBLIC SAFETY SCHOOL LIAISON Captain Ron Richardson reviewed the crime prevention, school liaison, and community relations programs that the Public Safety Department has developed in working with the Richfield schools. He stated the Public Safety Department acts as a resource for the schools and that the school administration and students often provide valuable information for enforcement activities. Officer Dan Mead reviewed the McGruff House program which is being initiated in Richfield. ' David Steenson, School Board Member, complimented the city on the quality of the individuals working with the school related programs. He suggested that when hiring a Public Safety Director, the City should hire someone who is supportive of these programs. Item ~4 SCHOOL FUNDING PROSPECTS Lowell Larson, Superintendent of Schools, reviewed the affect of Governor Perpich's Budget proposals on the Richfield School District. He stated the 1%-2% increase in per pupil funding would be offset by the affects of no longer being exempt from sales tax and a decrease in special education funding. City Manager Prosser inquired as to the position of the school district regarding the proposal to fund education from state aid rather then property taxes. Joint School Board Meeting 3 March 23, 1987 Lowell Larson responded that it would put the schools on uncertain footing and he is nervous about this proposal. City Manager Prosser reviewed the negative impact of proposals to change the fiscal disparities contribution formula. Item #5 FUTURE CITY DEVELOPMENTS Acting Community Development Director Palmborg reviewed the status of the proposed Landmark Center development on the Graham Avenue site, the CDR Project, the ILN Redevelopment District, Hampton Inn Project, and 66th Street and Penn Avenue area study. Item #6 OTHER ITEMS Community Services Director Fondrick reviewed the air quality procedures used at the ice arena to insure that problems experienced at other ice arenas do not occur. He stated the Richfield Ice Arena is safe and is consistently monitored to meet air duality standards. ADJOURNMEATT The meeting was adjourned at 6:56 p.
