STUDY SESSION LETTER NO. 1. City Attorney LeFevere and Pete Regnier, Attorney for the City's insurance company, discussed and answered questions - regarding depositions to be given by the Planning Commission, City Council, and city staff relating to Two Pesos litigation. Item #II ADDITIONAL AGENDA ITEMS None Workshop Session Minutes -2- January 5, 1987 Item III WALSER REQUEST FOR STREET VACATION AND COST RESOLUTION STUDY SESSION LETTER NO. 2. City Manager Prosser reviewed Council Letter No. 2 regarding a request by Walser Corporation to vacate a portion of 78th Street and construct a new street segment redirecting traffic from 78th Street to 77th Street at Penn Avenue. John Oliva, Walser Corporation, stated that proposed improvements to the Penn Avenue/494 Intersection had shown .the street realignment as Walser was requesting and therefore their request was consistent with the proposed 494/Penn Avenue plans. He then reviewed site plans and concept drawings for the Walser Corporation improvements. to the auto dealerships. Community Services Director Fondrick stated that Richfield, Bloomington, Hennepin County, and the State of Minnesota had cooperatively been planning improvements to the 494/Penn Avenue intersection; however, with the advent of the 494 corridor study, all such planning had_ceased until the completion of this study and the determination°~f the plans for upgrading 494. He stated that any changes in the road system in this area should be delayed until such time as it is known how the 494 improvements would impact the Penn/78th Street area. Paul Walser, Walser Corporation., reviewed the status of locating a BMW dealership at 78th Street and-Penn Avenue. He stated that the relocation of the road and Waiser's proposed building and site improvements would benefit the city. City Manager Prosser expressed concern that the relocation of the road would cause increased traffic on the residential streets to the north of the site. Len Theil, Walser Corporation, discussed the ownership of the frontage road right of way. Mayor Hamilton stated that the cit=y appreciated Walser's efforts to improve the area, but expressed concern that the road realignment would create traffic problems in the adjacent residential area. He suggested that Walser work with city staff to explore other alternatives. John Oliva stated that Walser's traffic consultant could provide traffic information regarding the affects of the road realignment. Paul Walser requested that Walser be allowed to make minor improvements to the de~.lership without agreement on the lease of right of way. 1 0 Workshop Session Minutes -8- January 5, 1987 City L~anager Prosser stated that the lease agreement was a condition of the special use permit; therefore, the lease agreement must be signed prior to commencement of the improvements. 1 Item #IV COUNCIL LIAISON APPOINTMENTS. STUDY SESSION LETTEP NO. 3. The city council discussed the 1987 liaison appointments which will be acted upon formally at the January 12, 1986 city council meeting. It was the consensus of the council that each new commission applicant be scheduled for a five minute interview on the evening of a future countil meeting. STUDX SESSION LETTER NO. 5. City TMianager Prosser reviewed Council Letter No. 5 regarding a request by Minnesota's NBA Basketball Franchise for the council to consider selection of the rinnesota Timber Wolves or the Minnesota Polars as Richfield's choice as a name for the professional basketball team. It was the consensus of the council to select Minnesota Timber Wolves as the name of Minnesota's professional basketball team.
