SPECIAL CITY COUNCIL/PLANNING COMMISSION MEETING
CONCURRENT STUDY SESSION
October 14, 1986
MEMBERS PRESENT: John Hamilton, Mayor; Ivan Ludeman; Martin

PLANNING
COMMISSION: Connie Hoverson, Robert Jenson, Charles
Kauth, Steven Quam, Leon Lunas, Gordon
Herrboldt, and Barbara Kritzman.
The meeting was called to order by Mayor Hamilton at 7:03 p.m.
Item #1 Comprehensive Plan
Chairperson Hoverson described the process currently being
utilized by the Planning Commission to review and revise the
Comprehensive Plan. She indicated that the Planning Commission
has thus far conducted three neighborhood meetings seeking
community input. Additional meetings are also planned.
City Planner Jopke described specific steps that have been
taken thus far by the Planning Commission in the Commission's
review of the Comprehensive Plan.
Item #2 494/35W Update

Community Services Director Fondrick gave a brief
description of the I494 and I35W corridor studies. Mr. Fondrick
indicated that at this point not a great deal of information has
been available to the public. He stated that with respect to the
I35W study, some preliminary information may be available within
the next few months.
Mr. Fondrick indicated that unlike the I35W scoping study,
the I494 study does not have funding included at this time. The
I494 study was originally scheduled to be completed on June 1,
1987. However, Mr. Fondrick added that the completion date may
not be until sometime after June 1, 1987.
There was general discussion concerning the two studies and
their ultimate impact upon Richfield.

Item ~3 Community Strengths/Weaknesses Profile
Chairperson Hoverson led a discussion designed to identify
strengths and weaknesses of the community. A number of issues
were identified which need to be addressed by the community and
through the comprehensive plan review process. Those issues
were:
- 66th Ave. Portland to Cedar
- Land use along 494
- Local Tax base /
need to expand
- Aging commercial areas
- Disjointed commercial areas
- New Fordtown neighborhood
future
- Underutilized land/marketing
the community
- Need for orderly development
- Penn Avenue
- Cedar Avenue
Item #4 Follow-up meeting
Members of the Planning Commission indicated that they would
like a follow-up meeting with the City Council within the next
few months. The Planning Commission will review those issues
highlighted this evening before the next concurrent meeting.
