10-01-1986 SpecialCITE OF RICHFIELD, MINNESOTA SPECIAL MEETING - BUDGET HEARING OCTOBER 1, 1986 The meeting caas called to order by Ma~ror Pro Tem Ludeman at 7:00 P.M. COUNCIL PRESENT: Ivan Ludeman, Mayor Pro Tem; Martin Kirsch; and, Edwina Garcia STAFF PRESE?vTT: Jim Prosser, City Manager; Stel-en Devich, Administrative Services Director; Tom Morgan, Public Safety Director; Bruce Palmborg, ~~eting Community Development Director; Don Fondricl~, Community Services Director; and, Jean Mitchell, Finance Manager Item ~1 SPECIAL FUNDS :administrative Services Director Devich made a presentation summarizing the C'ity's Special Funds for the 1986 Revised and Proposed 1987 Budget. Mr. Devich described the proposed uses of reallocated Revenue Sharing Funds for 1986 and 1987. Ma~•or Pro Tem Ludeman indicated that this coas a public hearing and incited members of the audience to comment on the Revenue Sharing Funds. There ~:as no public comment. Item ~2 C:aPIT:aL IMPROVEr1ENT FUND Administrative Services Director Devich reviecaed the Capital Impro~•ement Budget, highlighting specific projects targeted for the remainder of 1986 and 1987. Community Services Director Fondrick presented a detailed explanation of several , capital improvement projects and responded to questions concerning such projects. ~Ir. Devich described an optical scan election system which is noc: available for purchase and has been targeted for county- ~:ide implementation. The ~~dministrative Services Director informed the Citi- Council that a lease option from Hennepin Count~• was not available as previously thought. Thus, purchase of the system ~.•as the best course to pursue. The City Council lave consensus approval to modifying the Capital Improvement Budget to provide for acquisition of the election equipment and that a demonstration be scheduled for the City Council. Russell ?Mayer, 7105 18th Avenue South, spoke in opposition to an approved raise in senior/junior Golf rates from X5.25 to X7.50 in 1987.
