09-10-1986 SpecialCITY OF RICHFIELD, MINNESOTA SPECIAL MEETING - BUDGET HEARING SEPTEMBER 10, 1986 The meeting was called to order by Mayor Hamilton at 7:02 P.M. COUNCIL PRESENT: John Hamilton, Mayor; Ivan Ludeman; Martin Kirsch; and, Edwina Garcia. STAFF PRESENT: James Prosser, City Manager; Steven Devich, Administrative Services Director; Thomas Morgan. Public Safety Director; Don Fondrick, Community Services Director; Bruce Palmborg, Acting Community Development Director; Jean Mitchell, Finance Manager. Item 4~1 GENERAL FUND BUDGET REVIEW Administrative Services Director Steven Devich, presented the budget message and made an overall summary presentation of the revised 1986 and proposed 1987 budget. The Administrative Services Director highlighted a history of general fund revenues, expenditures, and fund balance and indicated that the City was currently in a sound financial position. Mr. Devich then went on to present information concerning how the City mill rate increase may impact upon various property values in the City of Richfield for the next year. The Administrative Services Director reviewed the Legislative/ Executive Fund Budget. Mr. Devich then indicated that there were several agencies and organizations which had requested money for the coming budget year but which were not included in the proposed budget, due to the extreme limitations of funding available for 1986. Sue Abel, Board Chairperson for the United Battered Families Network, addressed the City Council, describing the activities of the organization, and requested funding in the amount of $5,000 for 1987. Shelly Stuart, of the Animal Humane Society, also briefly addressed the City Council, requested funding and indicated that the Animal Humane Society had served several Richfield residents through the past year. There was general consensus that the Other Agency Budget be increased to $55,000 and that staff recommend a list of suggested names for a Social Service Agency Allocation Committee. Such a committee could address the various requests for funding in this category and make recommendations to the City Council. Budget Hearing Meeting -2- September 10, 1986 The Administrative Services Director reviewed the Administrative Services Budget. It was suggested by Mayor Hamilton and Council Members that the Youth Employment Services seek volunteers to assist in the day to day operations of that organization. Public Safety Director Morgan reviewed the Public Safety budget. Director Morgan highlighted the Public Safety proposal to acquire a computer aided dispatch system and a number of lap top portable computers which would be used for report input in the field by Public Safety employees. Acting Community Development Director Palmborg reviewed the Community Development budget. Mr. Palmborg described the ongoing activities and projects targeted for 1987. Community Services Director Fondrick reviewed the Community Services budget. Mr. Fondrick indicated that the 1987 proposed budget included some significant additions, as well as some deletions He stated that the 1986 revised and 1987 proposed budget provided for the additional snow plowing equipment requested by the City Council, and funding for a Teen Center to be shared with the schools. Director Fondrick also added that the 1987 budget did not include certain programs, such as Spring Clean-up, and Community Theatre. There was discussion concerning the inability for several Council Members to be present for the September 17, 1986 Budget Hearing. It was the consensus of the City Council that the September 17, 1986 Budget Hearing be rescheduled to 7:00 P.M., September 15, 1986 and that City staff take all necessary steps to post proper notice and make citizens aware of the changed date . _.
