SPECIAL CITY COUNCIL STUDY SESSION
July 28, 1986

The meeting was called to order by Mayor Hamilton at 5:47 p.m.

Rick Mussett, Bloomington Community Development Director,
reviewed the status of the proposed Mega Mall Project and the
financing of the proposed public improvements.
Dick Wolsfeld, BRW, gave an overview of the Environmental
Impact Statement (EIS) process and schedule for the TH77/I494
improvements. He stated that the proposed Stage I would not
require any right-of-way acquisition or changes in Richfield.
This stage is estimated to be adequate for the projected traffic
until 1995. At this point, Wolsfeld stated that completion of
the next stage, called the Ultimate Plan, would probabl3• be
required to be constructed requiring elimination of the north
frontage road from Cedar Avenue to 12th Avenue and the
reorientation of businesses to 77th Street. He said the planning
for these improvements is being coordinated with the I494
Corridor Study.
Larry Gardner, BRW, reviewed the drawings depicting the
proposed Stage I and Ultimate Plan roadway improvements that are
proposed.
Council Member Sandahl stressed the need for Richfield to
plan ahead and know when the Ultimate Plan will take place so
that Richfield's businesses and residents are informed and
necessary changes can be accomplished.

Mayor Hamilton directed the city staff to monitor these
developments and study the alternatives.
Discussion followed regarding the public meetings to be held
on August 28 to discuss the I494 and I35W Corridor Studies, at
which these improvements will also be discussed.
Several residents expressed concern about the potential
traffic increase on 12th Avenue and 77th Street which may result
from the roadway changes.
