SPECIAL CITY COUNCIL MEETING
June 23, 1986

Ludeman arrived at 6:25 p.m. .
STAFF PRESENT: Steven Devich, Acting City Manager; Thomas P.
Ferber, City Clerk; Donald Fondrick,
Community Services Director; Thomas Morgan,
Public Safety Director; Mike Eastling, City
Engineer; and Paula Okerstrom, Recycling
Coordinator.
ENERGY AWARENESS
COMMISSION MEMBERS
PRESENT: Sid Sanford, Chairman; Herb Doty; Jan
Bray; Paul Peabody; Richard Holt; and
John Praetorious.
The meeting was called to order by Mayor Hamilton at 5:43 p.m.
DISCUSSION WITH ENERGY AWARENESS COMMISSION REGARDING SOLID WASTE
DISPOSAL ISSUES. C.L. 239.
City Engineer Eastling reviewed Council Letter No. 239
regarding the evaluation of several options for Richfield's
involvement in solid waste recycling efforts. He indicated that
Hennepin County and the Metropolitan Council have committed to
providing funding assistance for municipal recycling programs
such as Richfield's. He stated that the Energy Awareness
Commission had passed a motion supporting the expansion of
curbside glass and aluminum collection citywide providing that it
is proven to be economically feasible.
Discussion followed regarding the economics and marketing of
recycled products.
Sid Sanford, Energy Awareness Commission Chairman, stated
that the motion passed by the Energy Awareness Commission was not
proper since the charter required commission action be in the
form of a resolution, therefore, it must be resubmitted to the
commission.
Discussion was held regarding participation levels in
recycling, the need to develop markets for recycled products, and
governmental participation in solid waste disposal.

Community Services Director Fondrick stated that city staff
would seek bids for the provision of citywide curbside recycling
and return to the city council with this information for council
consideration.
