STAFF PRESENT: Steven Devich, Acting City Manager, Thomas P. Ferber, City Clerk; Don Fandrick, Community Service Director; Tom Morgan, Public Safety Director; Larry Miller, Principal Appraiser; Dave Skrien, Recreation Program Coordinator; and Lil Hipp, Community Center Manager. COMMUNITY SERVICES COMMISSION MEMBERS °' PRESENT: Dan Thurber; Marlys Michalik; Betsy Asher; Tom Kegley; and Bob Meyer. HUMAN SERVICES COMMISSION MEMBERS PRESENT: Mark Erspamer; Marla Carlson; Patricia Marble; Donna Tarras; and Myrna Hammer. OTHERS PRESENT: Connie Hoverson, Planning Commission Chair; Kris Bulcroft, St. Olaf College; Ruth Wilson, Focus Group; and Barb Fisher, Hennepin County Parks. The meeting was called to order by Mayor Hamilton at 5:03 p.m. Item A STUDY SESSION - JUNE 2, 1986, BOARD OF REVIEW PRELIMINARY. C.L. 198. Larry Miller, Principal Appraiser, reviewed the assessed valuation procedure used for the City of Richfield. He stated that 25~ of the properties in the city are physically inspected each year. Mr. Miller noted that all apartment buildings in the city had been visited and showed an increased valuation in 1986. Mr. Miller also reviewed the recent trends in the residential valuations in the city and the assessment ratio to market value statistics obtained from recent sales history. Council Study Session -2- May 27, 1986 Council Members inquired about the affect of airplane noise and freeway traffic noise on the value of properties. Mr. Miller indicated that these things are taken into account when valuing properties and are also reflected in the reported sales of homes. Mr. Miller reviewed for the council the Local Board of Review procedures. Item B STUDY SESSION WITH COMMUNITY SERVICES COMMISSION, HUMAN SERVICES COMMISSION, AND FOCUS GROUP RE: ' COMMUNITY DEVELOPMENT BLOCK GRANT FUNDED NEEDS ASSESSMENT FOR THE PROVISION OF RECREATION AND SOCIAL/HUMAN SERVICES TO THE COMMUNITY'S ELDERLY AND . DISABLED. C.L. 199. Acting City Manager Dave Skrien, Recreation Program Coordinator, reviewed the history of the preparation of the Community Development Block Grant Funded Needs Assessment for the provision of recreation and social/human services to the community's elderly and disabled. Kris eulcroft, St. Olaf College, reviewed the methodology and sampling techniques used in conducting the survey. Barb Fisher, Hennepin County Parks, stated the report can be used by the city to assist in the evaluation of existing and proposed services for the elderly and disabled. She reviewed the demographics of the survey respondents derived from the survey regarding the importance and satisfaction with various services.
