04-15-1986 Specialf. CITY OF RICHFIELD, MINNESOTA SPECIAL CITY COUNCIL MEETING APRIL 15, 1986 MEMBERS PRESENT: John Hamilton, Mayor; Ivan Ludeman; Edwina Garcia; Martin Sandahl; and Martin Kirsch. STAFF PRESENT: Steven Devich, Acting City Manager/ City Clerk; Dennis Kraft, Community Development Director. MAC STAFF PRESENT: Ray Glumack, Chairman; Dave Dombrowski, _ Nigel Finney; Tom Anderson; Lynn Tischler; and Tim Anderson. OTHERS PRESENT: Don Priebe, City of Richfield MASAC Representative; Gertrude Ulrich, Metropolitan Council; Mark Johnson,. Richfield Sun; and Darrel Weslander, MASAC staff. The meeting was called to order at 7:30 a.m. This was a special city council meeting that was continued from Monday, April 14, 1986. It was reconvened at 7:30 a.m. Tuesday, April 15, 1986 at the Metropolitan Airports office, Room 301. Chairman Glumack presented a brief history of the Metropolitan Airports Commission and the airport system. He compared the relative ranking of the Twin Cities .Airport system with other airports in the world, .indicating that the Twin Cities airports are among the world's busiest. In an effort to alleviate noise from the airport to neighboring communities, Mr. Glumack referenced three changes which are being proposed for the airport. One change involves the corporate bets headquarters and aircraft, which are located at the Twin City Wold Chamberlain Airport. These small aircraft would be encouraged to relocate to Holman Field in St. Paul. Significant improvements are planned for Holman Field to accommodate such corporate aircraft. Secondly, the proposed merger of Republic and Northwest Airlines would also alleviate the air traffic at the airport because several of the duplicate routes would be consolidated. And finally, Mr. Glumack indicated that a significant improvement which would be needed at the airport would be the., extension and upgrade of Runway 4-22. He stated that an upgraded 4-22 would provide a third runway to accommodate long range commercial air carries and ensure the continuation of the preferential landing and takeoff system. Mr. Glumack indicated that he would be pursuing the Runway 4-22 improvement in the near future and wished to make the Richfield City Council aware that improvement of the 4-22 Runway would be a high priority issue for the Metropolitan Airports systems during ,the nea~,,future.
