03-10-1986 SpecialCITY OF RICHFIELD, MINNESOTA SPECIAL CITY COUNCIL STUDY SESSION MEETING MARCH 10, 1986 MEMBERS PRESENT: John Hamilton, Mayor; Martin Kirsch; Ivan Ludeman; and, Michael Sandahl. STAFF PRESENT: Steven Devich, Acting City Manager; Thomas Ferber, City Clerk; Donald Fondrick, Community Services Director; Dennis Kraft, Community Development Director; Tom Morgan, Public Safety Director; and, Michael Eastling, City Engineer. OTHERS PRESENT: Connie Kozlak and Nacho Diaz, Metropolitan Council staff members; and, Duane Brown, MnDot. The meeting was called to order by Mayor Hamilton at 5:40 p.m Item #1 PROPOSED I494 CORRIDOR STUDY. C.L. 104. Acting City Manager Devich reviewed Council Letter No. 104 regarding the proposed 1494 Corridor and Related Traffic Study. Community Service Director Fondrick summarized the purpose of the I494 Corridor Study as the development of a design concept for the transportation facilities in the corridor. Connie Kozlak, Metropolitan Council staff member and project manager, reviewed the project organization, objectives, and tasks to be accomplished. She stated the study would be funded by the agencies and municipalities participating in the project; Richfield's share of the cost would be $15,000. The target date for completion of the study is June 1, 1987. Council Member Sandahl stated his concern that if Richfield did not participate in the study, the city would have no input in the final recommendation. He also raised a concern that if Richfield participated, the city may not have an equal voice in the decision making process. Nacho Diaz, Metropilitan Council staff member, stated that each full participant would have two votes on the project management team board to help assure equality. He stated the team would have to balance the issues of transportation needs, a mutually acceptable concept. Council Ludeman asked if an exit from I494 at Xerxes Avenue would be considered. Study Session Meeting -2- March 10,_1986 Acting City Manager Mr. Diaz responded that interchange spacing and their relationship to adjoining road systems wi`il be addressed by the study. Mayor Hamilton stated that much of Richfield's land use -- adjacent to I494 is residential resulting in an impact to Richfield that is much different than Bloomington. Mr. Diaz responded that it was apparent that Richfield's goals and objectives for the study may differ from Bloomington's; but that representation in the study will help assure a consensus. Council Member Kirsch stated that the I494 Corridor Study should be completed prior to the completion of plans for the Penn Avenue/I494 improvements. - Duane Brown, MnDot representative, stated that any improvements to I494 would have to be incremental and the results of the study could provide a planned framework for future improvements. Mr. Diaz stated that a MnDot I35W study is being conducted by many of the same participants providing an opportunity for coordination of the two studies. Larry Wozniczka, 6744 Wentworth Avenue, asked hbw the DMJM Study conducted in the early 1970's related to the I494 Corridor Study and whether a westerly entrance to I35W/62 Crosstown from Lyndale Avenue would be considered. Mr. Diaz responded that the DMJM Study was limited in scope to the I494/Highway 100 area and based on now outdated projections for traffic and population. The Lyndale Avenue entrance would be an issue addressed by the I35W study. A member of the audience asked if 12th Avenue would be widened through Richfield. Council Member Ludeman stated that 12th Avenue north of the I494 interchange was under Richfield's jurisdiction and widening is not being considered.
