Item ~~1 A MULTI-MEDIA PRESENTATION OF THE SUCCESSFUL 7
MILLION DOLLAR L/H/N TAX INCREMENT FINANCING
REDEVELOPMENT PROJECT. LETTER N0. 1.
Housing and Redevelopment Coordinator Bruce Palmborg
narrated a slide presentation on the L/H/N Tax Increment
Financing Redevelopment Project tracing the project from
preliminary studies of the area through to the current status of
the project (1963-1986).
Item ~~2 A REPORT ON THE REDEVELOPMENT AND TAX INCREMENT
FINANCING PLAN FOR THE INTERSTATE/LYNDALE/NICOLLET
(ILN) AREA. LETTER N0. 2.
City Manager Cartwright reported that the City had received a
referendum petition to rescind the rezoning of the CDR property
and reviewed the status of the current litigation regarding the
rezoning of the former Cloverleaf Motel site.

Item ~~3 CITY OF BLOOMINGTON'S REQUEST TO EXEMPT THE PROPOSED
MEGA MALL DEVELOPMENT FROM FISCAL DISPARITIES. LETTER
N0. 3.
City Manager Cartwright reviewed Letter No. 3 regarding the
City of Bloomington's request to exempt the proposed Mega Mall
Development from the fiscal disparities law and recommended:
1. The intent of fiscal disparities be maintained;
2. That no development be exempted from fiscal
disparities; and,
3. For those development projects exempted prior to 1979,
the law be amended to provide that any new building
project undertaken in the pre-1979 redevelopment area
be declared an eligible project for fiscal disparities
contribution to the pool if tax increment from the new
building is not needed to retire the outstanding debt
service on the redevelopment bond issue.
Discussion followed regarding the feasibility of
recommendation ~~3. Council Member Ludeman suggested
recommendation ~~3 be eliminated from Richfield's legislative
recommendations. There was City Council consensus not to take
action on any of the City Manager's recommendations at this
time.
Senator Freeman and Representative Riveness stated that they
oppose repeal of the fiscal disparities law but would consider
an exemption for the Mega Mall to finance the necessary
transportation improvements.
Discussion followed regarding the reasons for proposed
limits on tax increment financing.
Item ~~~ STATE OF MINNESOTA FISCAL SHORTFALLS. LETTER N0.
City Manager Cartwright reviewed Letter No. ~ regarding the
State of Minnesota's recent state revenue shortfall and it's
potential affect on Richfield.
Mr. Cartwright said that state agencies sometimes "pass
through" budget cuts to local governments by cutting grants, -
thus impacting cities beyond the local government aid and
homestead credit budget cuts.

caucus would seek to protect education and local government from
budget cuts.

State Senator Michael Freeman stated it was unrealistic to
expect that local government aids and education would not be cut
because they represent over 55~ of the state's budget.
Discussion followed regarding potential legislation to raise
the local levy limit to allow local government the option of
raising property taxes to make up for the shortfall.
Item ~~5 AIRPORT EXPANSION PLANS - AIRPORT NOISE. LETTER N0. 5
City Manager Cartwright reviewed Letter No. 5 regarding the
issue of airport expansion plans and airport noise.
Senator Michael Freeman explained the content of a proposed
bill he has introduced that would place a moratorium on all
expansion of the airport except for noise abatement projects
until the noise problem is under control.
Don Priebe, MSAC, reviewed the potential noise impact issues
of the proposed extension of runway 22.
Item ~k6 I~494 CORRIDOR STUDY AND 135W CORRIDOR STUDY. LETTER
N0. 6.
-City Manager Cartwright reviewed Letter No. 6 recommending
the completion of the I4g4 corridor study and the 135W corridor
study as soon as posible.
There was discussion regarding the potential loss of 33
million dollars of federal highway funds if the legal drinking
age in Minnesota is not raised to age 21.
Item ~~7 PROPOSAL FROM HENNEPIN COUNTY TO AMEND LEGISLATION
GOVERNING THE DISTRIBUTION OF FINE REVENUE.
LETTER N0. 7.
City Manager Cartwright reviewed Letter No. 7 regarding a
proposal from Hennepin County to amend legislation governing the.
distribution of motor vehicle fine revenue-.
Hennepin County Commissioner Randy Johnson reviewed the
method other counties use in distributing motor vehicle fine
revenue and stated the county is negotiating to give
jurisdiction over Crosstown 62 and Highway 18 to the state.
Commissioner Johnson felt that the fine revenue distribution to
Hennepin County was not equitable when compared to more generous

Vaughn Lambert, Richfield Public Safety, stated that
previous Hennepin County proposals would reduce revenues to
Richfield and increase the costs to Richfield in the area of
prosecution, jail fees and workhouse charges. However, it saw
no objection to the proposal for turning jurisdiction of county
roads 62 and 18 over to the state police.
Item ~k8 USE OF MINNESOTA STATE AID MSA TO FINANCE OPTICOM
SYSTEM. LETTER N0. 8.
City Manager Cartwright reviewed Letter No. 8 recommending
legislation to allow the use of P4innesota State Aid (MSA) funds
for the purchase and installation of opticom systems for traffic
signals on MSA streets.
State Senator Freeman indicated he would propose such
legislation.
Item 4~9 IMPLEMENTATION COSTS OF COMPARABLE WORTH. LETTER N0. 9
City Manager Cartwright reviewed Letter No. 9 recommending
state assistance with funding the implementation costs of
comparable worth.
Discussion followed concerning the implications of seeking
legislative relief to delay the implementation of comparable
worth and the legal time frame of the comparable worth law.
Item #10 INSURANCE PREMIUM CRISIS. LETTER N0. 10.
Assistant City Manager/Director of Administrative Services
Devich reviewed Letter No. 10 regarding the current insurance
crisis.
State Senator Freeman stated that the legislature would be
addressing insurance issues in the current legislative session.
Item ~k11 USE OF TELEPHONE TAX FOR 911 LOCAL SHARE FOR EQUIPMENT
AND CONTINUING LINE COSTS. LETTER N0. 11.
City Manager Cartwright reviewed Letter No. 11 recommending
the state legislature to increase the 911 telephone tax to pay
the local share for equipment and continuing line costs.

Item ~~12 HENNEPIN COUNTY SOLID WASTE ABATEMENT PROGRAMS.
LETTER N0. 12.
Hennepin County Commissioner Randy Johnson reported on the
status of the Hennepin County draft solid waste abatement master
plan.
Item #13 MERGING OF LOCAL POLICE AND FIRE RELIEF ASSOCIATION
UNITS INTO PERA. LETTER N0. 13.
City Manager Cartwright reviewed Letter No. 13 supporting
legislation to merge local police and fire relief association
units into PERA.
Item ~~1~4 RETURN TO LOCAL GOVERNMENTS OF PORTION OF LICENSE FEE
FOR CHARITABLE GAMBLING FEES. LETTER N0. 1~.
City Manager Cartwright reviewed Letter No. 1~4 recommending
that a portion of license fees for charitable gambling be
reimbursed to cities for enforcement costs.
Item ~~15 PROPOSED METROPOLITAN WASTE CONTROL COMMISSION NEW
SEWAGE RATE STRUCTURE. LETTER N0. 15.
City Manager Cartwright reviewed Letter No. 15 recommending
that the legislature approve the Metropolitan Waste Control
Commission's proposed new sewage rate structure.
ADJOURNMENT
Mayor Hamilton urged the city staff to monitor the proposed
legislation during the current legislative session.
