CITY COUNCIL STUDY SESSION MEETING
DECEMBER 9, 1985

The meeting was called to order by Mayor Hamilton at 5:38 p.m.
Item #1 MEETING WITH CITY OF BLOOMINGTON RE: MEGA MALL .HIGHWAY
PLANS. C.L. 4b5.
Rick Musset, Community Development Director for Bloomington,
outlined the status of the Mega Mall project and informed the
council that Triple Five had dropped the convention center and
half of the office space from the project. He said this was an
informational item and the City Council would not be asked to
take any action on the plans being reviewed.
Dick Wolsfeld, BRW, reviewed the status of the
transportation plan and environmental impact statement for the
highway improvements, noting that MnDot had concerns about the
geometrics of the 12th Avenue and 24th Avenue interchanges.
Gertrude Ulrich, Metropolitan Council member, summarized the
action of the Metropolitan Council which calls for a regional
study of the transportation system.
Council Member Sandahl arrived at this time. (5:56 p.m.)
Larry Gardner, BRW, reviewed the highway design for I-494
and Highway 77, the proposed cul-de-sacs and access for
Richfield businesses between Cedar Avenue and 12th Avenue
resulting from the use of the frontage road right of way on the
north side of 494, and the related costs.

Discussion followed regarding increased traffic on 12th
Avenue, 76th Street, and Bloomington Avenue which may result
from the Mega Mall project.
Dick Wolsfeld stated that comments on the site specific
environmental statement were due January 24, 1986, and that
comments on the transportation E.I.S. would be due in February
or March 1986.
City Manager Cartwright proposed January 6, 1986, at 6:30
p.m., as the date for an informational meeting with property
owners and tenants in the area affected by the plan.
Discussion followed regarding the prioritizing of regional
transportation needs and their relationship to the proposed
highway improvements for the Mega Mall.
