The meeting was called to order by Mayor Hamilton at 5:36 p.m.

FOR MEGA MALL PROJECT. C.L. 397
Community Development Director Kraft reviewed Council Letter
No. 397 regarding the City of Bloomington transportation
improvement concepts for the I494 and Highway 77 area to serve
the proposed Airport South developments.
Rick Musset, Bloomington Community Development Director,
reviewed the time schedule for completion of the transportation
improvements.
Dick Wolsfeld, B.R.W. Inc., reviewed the results of ttia
traffic analysis conducted regarding the Mega Mall propo-sal. He
stated that this project would accelerate by several years the
need to widen I494 and Highway 77.
Larry Gardner, B.R.W. Inc., reviewed alternative concept
plans for the I494 and Highway 77 interchange, indicating it
would be either a three level, three loop interchange or a four
level two loop interchange. Mr. Gardner stated that I494 would
be widened from six lanes to eight lanes between 12th Ave. and
. 24th Ave. This would require "braiding" of the 12th Ave. and

24th Ave. interchanges, disruption of the existing frontage
roads and access to properties, and additional right-of-way
acquisition.
Dick Wolsfeld stated that the current transportation plan
does not include an interchange at 76th Street and Highway 77.
However, he indicated that in the future this interchange may be
needed.
Council Member Bunce expressed concern that this plan would
increase traffic on 12th Avenue and inquired how these road
improvements would be funded.
Dick Wolsfeld responded that minimal additional traffic was
anticipated on 12th Avenue. Mr. Wolsfeld stated that the state
legislature would be asked to provide funding for the
construction of new roads estimated to cost $50-$75 million
excluding right-of-way.
Discussion followed regarding the impact on Richfield that
widening I494 would have on existing land uses. Mr. Wolsfeld
suggested that developing 77th Street as an arterial to
supplement the service road is an alternative for Richfield to
consider.
Mayor Hamilton urged the Bloomington officials to continue
to communicate with the Richfield City Staff regarding these
issues and to keep the city council informed as to the status of
the plans.
