SPECIAL MEETING - BUDGET HEARING
SEPTEMBER 11, 1985
The meeting was called to order by Mayor Hamilton at 7:03 p. m.
COUNCIL PRESENT: John Hamilton, Mayor; Ivan Ludeman;
Donald Priebe; Howard Bunce; and,
Michael Sandahl.

Item ~~1 GENERAL FUND BUDGET REVIEW
City Manager Cartwright presented the budget message and
made an overall summary of the revised 1985 and proposed 1986
budgets. The City Manager indicated that the increased
insurance costs and the purchase of a new computer system were
reflected in the budgets.
Council Members directed the City Manager to conduct an
analysis of the liquor stores operation, including the potential
sale of the operation's assets, using these proceeds as
investments to generate revenues. Assistant City
Manager/Administrative Services Director Devich stated that this
analysis has been initiated and staff is monitoring the current
economic trends of the liquor og~ration.
The City Manager reviewed the General Fund
Legislative/Executive Fund budget. Council Members directed the
City Manager to consult with City Attorney Clayton Lefevere
regarding his future plans.
The City Manager reviewed the Administratives Servi.ees
budget. During discussion of the Youth Employment Services
budget, Council Members expressed their support for adding the
Bike Safety Program into the 1986 Public Safety budget.
The City Manager reviewed the Public Safety budget. There.
was discussion regarding the shortage of police officers caused
by several officers being on long term disability. The council
asked the City Manager and Mr. Morgan to analyze the cost of the
additional officer(s) needed and to report back to the council
at the next budget meeting.
The City Manager reviewed the General Fund Community
Development budget. There were no changes.
