08-12-1985 SpecialCITY SPECIAL 1 MEMBERS PRESENT: OF RICHFIELD, MINNESOTA CITY COUNCIL STUDY SESSION AUGUST 12, 1885 John Hamilton, Mayor; Howard Bunee, Ivan Ludeman, Donald Priebe, and Michael Sandahl. STAFF PRESENT: Thomas Ferber, City Clerk; Steven Devich, Acting City Manager; Don Fondriek, Community Services ~" Director; Dennis Kraft, Community Development Director; Michael Eastling, City Engineer; and, Bruce Palmborg, Housing and Redevelopment Coordinator. OTHERS PRESENT: Michael Freeman, State Senator District 40A; Larry Lee, Bloomington Assistant City Manager, Rick Musset, Bloomington Community Development Director; and, Dick Wolsfeld, B.R.W. Consultant. The meeting was called to order by Mayor Hamilton at 5:38 p.m. Item 4~1 R PRES N A IO O E TROPOL A S D ALL DEVELOPMENT PROPOSAL. C.L. 281 Larry Lee, Bloamington,Assistant City Manager, reviewed the development concepts and time schedule for the Metropolitan Stadium site proposal. He stated that private funds would pay far the capital casts of the pro~eet, while any public funding requested would consist of (1) tax increment financing ($125- $140 million), (2) state funding for highway improvements, and, (3) exemption from the fiscal disparities law for the Airport South District to fund operating expenses of a convention center. (The Airport South district which includes the met stadium site is the entire area of Bloomington East of trunk Highway 77). Dick Wolsfeld, B.R.W. Inc., summarized the Airport South transportation plan previously presented to the council and stated that the plan is now being updated to reflect the impact of the mega-mall proposal upon traffic flow. Mr. Wolsfeld indicated that a half diamond interchange at 76th Street on Highway 77 was probable, and asked .the city council to consider the following questions: 1) Daes Richfield desire access to 76th West from the interchange? 2) Does Richfield want the frontage road to be cantinous? 3) If it is to be continous, does Richfield want the froxitage road to have access to the interchange? Special Study Session Meeting -2- August 12, 1985 Wolfsfeld indicated that Bloomington officials would like to • have direction from the Richfield City Council on these questions within a couple of weeks so that the transportation plan may be amended. Discussion followed regarding 79th Street East-West access,• the additional traffic generation of the development, and the affect this traffic would have on access to the airport. Mayor Hamilton asked if additional pipes to provide water capacity would be built through Richfield. Larry Lee responded that additional water capacity would be provided from within Bloomington and not by purchasing more water from Minneapolis. He also stated that the sanitary-sewer needs of the development would not impact Richfield. Michael Freeman, State Senator Distrit 40A, asked that the city council consider the question of the exemption from the fiscal disparities pool and it's impact on Richfield. Mayor Hamilton suggested that the council schedule a special meeting with Bloomington and the legislators for a further update on the development in the near future.
