STAFF PRESENT: Steve Devieh, Administrative Services Director/Assistant City Manager; Thomas P. Ferber, City Clerk; Larry Miller, Principal Appraiser; and, Glen Busitzky, Senior Appraiser, Hennepin County. The meeting of the Richfield Board of Review was called tv order at 7:07 p.m. by Mayor Hamilton. Board of Review Minutes -2- June 3, 1985 Dr. William Renneke, 7533 Sheridan Avenue South, read a statement appealing the determination of the Estimated. Market Value of his property. (P.I.D. 32-028-24-41-0050). Dr. Renneke disagreed with the process utilized by the County Assssor~s staff at arriving at the .Estimated Market Value for his property and cited comparable property values. P.I D. 33-028-24-21-0029• Thomas Tiaen, an attorney representing the estate of Mrs. Wayne Hagenbuch, appeared to present appeal of the Estimated Market Value for the property located at 7011 James Avenue South. (P.I.D. 33-028-24-21-0029)• Mr. Tiaen submitted an adverse appraisal from the " appraisal firm of Merrill Lynch which indicated a lower market value, and added that the property was in a state of disrepair. Lawrence Emond stated that the Merrill Lynch appraisal was only a market analysis and the comparable properties used were not similiar tv this house. M/Ludeman, SlPriebe to sustain the assessors determination of $74 200 as the Estimated Market Value of the property located at 7011 James Avenue South. Motion carried 7-0. Item ~~4 APPEAL 4F PROPER Y LO ATED AT 744 NTWORTH AVENU SOUTH. P.S.D. 27-028-24-31-0015. Lawrence Wozniezka, 6744 Wentworth Avenue South, appeared to appeal the Estimated Market Value of his property, and requested a 1.5% reduction. (P.I.D. 27-028-24-31-0015). Discussion followed concerning the use of cash equivalency sales as a basis for determining values. Mr. Miller indicated this method was not used for this property. M/Bunce to reduce the Estimated Market Value for this property by $1500. Board of Review Minutes -3- June 3, 1885 Motion failed for lack of second. Mr. Ludeman suggested that comparison of Estimated Market Values be provided in addition to sales price data comparisons at future Board of Review meetings. Mr. Miller provided the Estimated Market Value for the comparable properties used to value the subject property. Bob Blumberg, representing Zimmerman Realty, a limited. partnership, appeared to appeal the Estimated Market Value of $262,500 for the property located at 300 W. 65th Street. (P.I.D. 27-028-24-23-0007)• Mr. Blumberg presented an adverse appraisal by Thomas J. Delaney which stated a value of $214,500 and requested a reduction to this value. The Board discussed the valuation techniques, rental income, expenses, aid the capitalization rate in relation to the subject property. Mayor Hamilton recommended that a decision on this request should be delayed until more information can be presented. Mr. Priebe indicated there was sufficient information available to act upon this request. Toone, representing Tri-Cedar Associates, owners of 6520,6528, and, 7244 Cedar Avenue South, appeared to appeal Board of Review Minutes -4- ~ June 3, 1985 the Estimated Market Value of these properties. (P.I.D. 26-02$- 24-14-0074, 26-028-24-14-0055, 35-028-24-14-0074). H~e expressed his desire to proceed to the County Board with, his apppeal. Jim Herbert, 6815 Oakland Avenue, appeared to request that the Board grant a full homestead status to this property. (P.I.D. 26-028-24-33-0056). Mr. Herbert explained the circumstances of settlement. of his mothers estate and the ownership of the house. He stated he occupies the house and has purehasd his brothers interest. Mr. Miller reviewed the reasons why Mr. Herbert was not granted full homestead status explaining that proper documentation was not provided. M/Sandahl, S/Bunce to grant full homestead status far 1 assessment to Mr. Herbert _f or the property ocated at Oaks. and Avenue . Motion carried 5-2. (Priebe, Emond opposed). P.I.D. 33-028-24-41-0100. -- Floyd Gooding, owner of 7521 Dupont Avenue South, appeared •to request a reduction in the Estimated Market Value for this property. (P.I.D. 33-02$-24-41-0100). Mr. Gooding requested the Estimated Market Value be set at $33,400, the same as 1984. M/Sandahl, S/Priebe to set the Estimated Market Value for the property located at 7521 Dupont Avenue South at X33 400. Board. of Review Minutes -5- June 3, 1985 Motion carried 5-1. (Bunce opposed). Henry Greerdes, 6817 Lyndale Avenue South, appeared to request a reduction in the Estimated Market Value for his property. (P.I.D. 27-028-24-33-0122). The Board discussed the characteristics of the property and the impapt of the location on Lyndale Avenue. Item #10 PP L O P O R L C ED 23 - 2 L DAL AV U SOUTH. P.I.D. 28-028-24-11-0018. Administrative Services Direptor Devieh read a letter from E. Paul Dunn, managing partner of Ominibus Investments, requesting a change in the 1985 Estimated Market Value for the property located at 6234-6246 Lyndale Avenue South. (P.I.D. 28- 028-24-22-0018) . The request was based on an aptual gash purchase gripe of $195,000 on March 31, 1985. The 1985 Estimated Market Value was $223,400. M/Sandahl, S/Bunce to sustain the assessors determinaton of $223,400 as the Estimate arket Value for 234- 2 Lyn a e Avenue _ou _h . Discussion followed concerning the relationship of purchase price to market value. Mr. Emond stated the $195,000 cash price was best evidence of the Estimated Market Value. Mr. Sandahl withdrew his motion to sustain. M/Sandahl, S/Bunce to reduce the Estimated Market Value of - 6234-b246 Lyndale Avenue South rpm $223,400 to 195,000. Motion carried 6-0.
