Community Services Director Don Fondrick reviewed Council Letter No. 34
which advised the City Council that the Minnesota Department of Transpor-
tation (NBVDOT) has revised its policy in paying for frontage road improvements.
The revised MNDOT policy provides far payment of only one-half of the street
width to be improved, plus the curb and gutter on the freeway side.
Council Members discussed the City's assessment policy relating to frontage
road improvements. The Council agreed that the assessment policy for frontage
road improvements shall be set at $8.00 per lineal foot, or the cost of the
curb and gutter, whichever is the less amount. A policy resolution is to be
prepared for a future City Council meeting.
B. S ERA ION OF A S AFF REPORT ON PROPOSID TORM WER IMPROVEMENT
FINANCING
Community Services Director Don Fondrick reviewed the proposal to establish
a municipal stormwater drainage utility, as explained in Council Letter. No.
35. He presented financial information on the implementation of a storm sewer
utility fee, illustrating three proposed levels of service and the respective
costs associated with each level. In addition, Mr. Fondrick compared current
funding for storm sewer drainage operations and management through property
taxes and sanitary sewer utility fees with funding from a proposed utility fee.
There was council discussion on levels of improvement needed for the storm
sewer system and the utility concept.
