Joint Meeting - Richfield s Bloomington Councils January 28, 1885

Call to Order The meeting was called to order by Mayor John Hamilton of Richfield.
Rail Call Present: Mayor James H. Landau, Councilmen R. Blessum, A. Herbst, M. Mahon. N. Peterson, C. Schul
and 7. Spies.
Mayor John Hamilton, Councilmen H. Bunce, I. Ludeman, D. Priebe and M. Sandahl of
Richfield.
Purpose of Meeting Richfield City Manager John Cartwright noted that the two City Councils had met In session
immediately previous to this meeting as the Richfield-Bloomington Water Management Organization..
He said inasmuch as both cities' Council members were present it would be advantageous for
Bloomington officials to update Richfield officials on the future pians for the stadium property
and the proposed location of a solid waste transfer station.
Mayor Lindau stated that the Bloomington Port Author(ty has purchased the stadium property and
has hired a marketing consultant to prepare a marketing plan for future sale and use of the
property. He said since the North Stars have signed a long-term agreement to lease Met Center
from the Metropolitan Area Sports Facilities Commission they are expected to exercise an option
that will allow them to purchase 14 acres of the property for expansion and parking. Me said
negotiations will be made with maJor developers to try to get something built on the property
and Tt might be sold as one piece or as individual parcels to the right buyers. He noted that
demolition of the stadium buJlding was begun today and should be completed to several weeks.
In regard to site selection for a solid waste transfer station, he said Hennepin County has
identified as the preferred site one of Bloomington's most valuable industrial pieces of property.
He said efforts have been made to encourage Hennepin County to work with Dakota County and Norther
States Power Company to locate a burn site at the latter facility. He said discussions have also
been conducted with the Metropolitan Airport Commission for use of airport property but thus far,
efforts have bean fruitless.
Cartwright commented that it might be possible for the airport to use property at Crosstown 62
and Mtghway 55 for rental cars rather than having this use on airport property inasmuch a5 that si
was deemed unsuitable for a waste transfer site because of its distance from the location of the
garbage to be collected.
Robert Sharlin, Associate Planner for Bloomington, said that suggestion for use of land-was posed
and reJected partly because of the particular configuration of the property, which is owned by
the State, and because it also is In a clear zone for the airport. He said this particular site
did not receive further consideration after those factors were brought out. He said another of
the sites which was proposed as a 25-acre site adJacent to the MTC bus garage which was also
turned down by the Airport Commission. He said he understood that afterwards the commission
has mentioned that if five acres of other land could be found for Che airport rental car function
there was a possibility that land could be used.
Mr. Sharlin said Bioomtn~ton has received a letter from Hennepin County Commissioner Randy Johnson
in which he outlined options that would be available for exchange of five acres of land for
the airport car rental function.
He said the County has been encouraged to pursue with Northern States Power Company options which
might result to a direct haul to their plant or burn site which would eliminate the need for a
transfer station. We said the City has not received any information concerning how negotiations
have been going between Hennepin and Dakota Counties although Dakota County has issued a position
paper to NSP concerning ROF processing and burning at Black Oog. It would be premature to say
that a direct haul to Black Dog would not be possible as NSP has yet to respond back to
Hennepin and Dakota Counties. Such a direct haul would seem to eliminate the need for a transfer
station to the South Hennepin County area.
Frank Gibbs, Assistant to Cammtsstoner Randy Johnson, said Hennepin County is putting out a
request for proposals from seven vendors on how to handle garbage. He said tt is expected
those would be back to the County in final form by mid-summer. He said it would take longer
to build a burn plant than a transfer station, therefore, consideration of the burn plant site
must be made in advance of selection of a waste transfer site. He said if Northern States Power
Company can have a burn site at both theft Black Dog and Elk River plants, a burn site In
downtown Minneapolis might not be needed.

Discussion was held by the Councils on whether political pressure could be brought on the
various agencies by the elected officials to find a waste transfer site that would be acceptable
to the carmwnities involved. Mayor Hamilton noted that he and the mayors of the south metro
suburban cities have met together recently to discuss matters of mutual concern and he felt
such meetings should be continued, with which Mayor Lindau concurred. In addition, both Ma
and City Managers agreed that Joint Council meetings can be beneficial on a periodic basis.
Bunce suggested that a letter could be sent to the state legislators by the officials of bo
titles setting forth any requests for assistance.
Adjourn Meeting The meeting was adjourned by general consent at 6:40 p.m.
