COUNCIL PRESENT: John Hamilton, Howard Bunce, Ivan Ludeman, Martin Kirsch, Donald Priebe STAFF PRESENT: John Cartwright, City Manager; Don Fondrick, Community Services Director; Michael Eastling, City Engineer; Steven Devich, Acting Administrative Services/Assistant City Manager; and Clayton LeFevere, City Attorney PUBLIC PRESENT: Bernie Mittlestead and John Harwood, Orr-Schelen- Mayeron & Associates, Inc. 1. S RM D INA MME ED IMPR V AND FIN I P City Manager John Cartwright summarized the discussions of the previous study session of October 24, 1984 concerning storm sewer improvements. He stated that this meeting would address financing alternatives for such improvements. John Harwood, of Orr-Schelen-Mayeron & Associates, Inc., made a presentation to the city council, highlighting the storm drainage problem areas. There was general discussion regarding specific properties or areas which have experienced flooding. Mr. Harwood presented recommendations for correcting or alleviating the flooding problems in the following areas: Woodlake Conduit System 66th Street & Xerxes Wilson Pond area Norby's Pond area 69th Street & Xerxes 76th Street & Washburn $100,000 $200,000 $450,000 $600,000 No estim~ $250,000 (Priority 1); (Priority 1); - 750,000 (Priority 1); - 1,500,000 (Priority 1); ate (Priority 2); and, (Priority 2). City Council discussed the recommendations presented by Mr. Harwood, which included a provision to dredge and deepen Wilson and Nordby's Pond. There was consensus among the Council members that the priority areas identi- fied by the consultants were areas most in need of immediate improvement. J' The City Manager presented financing options which include: a citywide storm drainage utility fee; special revenues; and, a combination of storm drainage utility fees and special revenues. fee. Don Cederholm, 6214 Fifth Avenue, spoke in opposition to a proposed utility City Manager Cartwright advised the council that a more detailed financial proposal for the implementation of a utility fee showing its impact upon residential, commercial and multiple dwelling properties will be presented to the council in the near future. Mayor Hamilton asked for another meeting to be scheduled on this subject as soon as city staff was prepared to report on the financial data. The meeting adjourned at 6:51 P.M.
