09-27-1984 SpecialCTTY OF RICHFIELD SPECIAL MEETING - BUDGET HEARING SEPTEMBER 27, 1984 MEMBERS PRESENT: John Hamilton, Mayor Council Members: Martin Kirsch, Ivan Ludeman and Donald Priebe MEMBERS ABSENT: Council Member: Howard Bunce STAFF PRESENT: John Cartwright, City Manager; Thomas Morgan, Public Safety Director; Dennis Kraft, Community Development Director; Steven Devich, Acting Administrative Services Director/Assistant City Manager; and, Jean Mitchell, Finance Manager The meeting was called to order at 7:08 P.M. CONTINUED REVIEW OF THE PROPOSID 1985 AND REVISED 1984 BUDGET City Manager Cartwright said that the INTERNAL SERVICE FUNDS, SPECIAL FUNDS, ENTERPRISE FUNDS, CAPITAL IMPROVEMENT FUNDS and BUSINESS LICENSES and PERMITS would be reviewed at this meeting. INTERNAL SERVICE FUNDS The City Council approved as presented the budgets for Data Processing, Printing/Central Supply and Self-Insurance. BUSINESS LICENSES AND PERMITS Manager Cartwright presented the resolution providing for the establishment of license, permit and miscellaneous fees. He said the 1985 license fees have been increased 5 percent an~ he recommended to the City Council approval of the resolution authorizing these license fees. Cartwright further stated that certain license fees for food vending now require 30 days written notice to affected licensees prior to implementing any fee increase. He stated such. notice would be given and a subsequent hearing held for such fee increases. Budget Hearing Minutes -2- September 27, 1884 SPECIAL FUNDS The City Council approved as presented the following Special Fund budgets: Revenue Sharing - Federal monies provided to assist state and local governments; Municipal State-Aid Street Fund - Financed by state-collected gasoline taxes; Special Revenue Fund - Financed by profits from municipal liquor operations; and, Contribution Funds - Consist of Home Service Program, Community Center and Nature Center. Community Services Director Don Fondrick arrived at this time. ENTERPRISE FUNDS The City Council approved as presented the Water Utility Fund and the Golf Course Fund budgets. CAPITAL Il~ROVEd~NT FUND Manager Cartwright reviewed the projects proposed for 1885 which encompass improvements in the area of Recreational and Open Space Development, Right-of- Way Improvements and Public Facilities Improvements. Mr. Cartwright also reviewed the sources of funding for these projects. The City Council approved the Capital Improvement Budget as presented. The City Council concluded its review of the budget and expressed appreciation to the staff for their handling of the budget preparation and review.
